Handlingsplan om etnisk ligebehandling og respekt for den enkelte

Det danske samfund bygger på grundlæggende værdier om personlig frihed og politiske frihedsrettigheder. Disse frihedsrettigheder gælder for enhver og skal respekteres af alle – over for alle. Det er vigtigt, at alle borgere føler, at de har mulighed for at deltage aktivt i demokratiet og gøre brug af dets mange tilbud og muligheder. Respekt for det enkelte menneske og lige muligheder for alle vil medvirke til at undgå et sam- fund med sociale og kulturelle kløfter. 

 

Det er netop demokratiets natur at være inkluderende. Demokratiet bygger på dialog, medbestemmelse og personlig frihed under ansvar over for andres tilsvarende frihed. Derfor kan det ikke accepteres, hvis nogen forskelsbehandles, nedværdiges eller trues på grund af for eksempel hudfarve, køn, tro, seksuel orientering eller for at have fremsat lovlige ytringer. 

 

Også fremover skal det danske samfund bevares og videreudvikles som et åbent samfund med plads til forskellighed. Den enkelte borgers tillid til og respekt for samfundets grundlæggende værdier og for andre borgere skal sikres, og i en globaliseret verden, hvor der bl.a. er kamp om den velkvalificerede arbejdskraft, skal det danske samfund bevares som et attraktivt, åbent og imødekommende samfund.

 

Diskrimination på grund af etnisk oprindelse kan fremme en følelse af eksklusion og være en væsentlig bar- riere for den enkelte borgers samfundsdeltagelse. Diskrimination kanundergrave sammenhængskraften og modvirke en vellykket integration.

 

Derfor er ligebehandling uanset etnisk oprindelse sikret i lovgivningen. Ligebehandlingslovgivningen sikrer også mod en række andre former for diskrimination og suppleres endvidere af de strafferetlige sanktioner over for dem, der ytrer sig racistisk eller forbryder sig mod andre på grund af deres oprindelse, overbevisning eller seksuelle orientering. 

 

Men lovgivning kan ikke stå alene. Desværre er der fortsat en række barrierer for, at alle kan deltage i sam- fundet på lige fod. Lovgivningen må derfor suppleres af initiativer som fremmer ligebehandling – initiativer, der kan motivere til, at der gøres en ekstra indsats for, at alle kan føle sig retfærdigt behandlet i dette land. 

 

Samtidig skal de grundlæggende værdier, som det danske samfund bygger på, være kendt og respekteret af alle. 

 

Derfor kommer regeringen nu med denne handlingsplan om etnisk ligebehandling og respekt for den enkelte. Handlingsplanen indeholder en række initiativer, som skal fremme samhørighed og lige muligheder for alle i det danske samfund.
