The project "Third Country Nationals in Lithuania: Assessment and Indexes of Integration Policy" was carried out by the Institute for Social Research, Centre of Ethnic Studies on the basis of an annual programme (2007) of The European Fund for the Integration of Third-country Nationals (Project duration: 01 01 2009–31 12 2009).

Aims of the project: to explore the preconditions and measurements of the integration of third-country nationals; to articulate the principles for evaluation of integration policy of the third country nationals and design indexes for the monitoring and policy analysis.

Objectives: To prepare analysis of immigration to Lithuania in 2004-2008; To design a methodology for researching the integration of third-country nationals; to develop the research instruments; To implement an empirical research of third-country nationals; To work out the final project product: findings, recommendations, and indexes for third-country nationals’ integration policy evaluation. The project aims at the formulation of the principles for evaluation of the third-country national integration policies, as well as at working out indexes needed for the monitoring and policy analysis. The project focuses on the analytic evaluation of current immigration to Lithuania and to situation of third-country nationals, as well as on academic consideration of integration processes and empirical research. In order to evaluate third-country nationals’ integration and provide grounds for setting the priorities of integration policy, the following researches were conducted:

  1. a public opinion survey concerning third-country nationals,
  2. a survey of third-country nationals, and
  3. interviews with the experts of integration policy.
