Abstract (EN)

The name 'Rétale' comes from the idea ‘Reinvestment of Talent’: It is a program that supports Colombian and Ecuadorian people who want to start a small business in the areas covered by the project in Ecuador and Colombia.

Its central axis is a set of technical assistance services in the area of business management, ensuring maximum guarantee for the implementation of viable microenterprises:
- First macro analysis of the idea
- Training in business plan development
- Financial education training
These services are offered in Spain, Ecuador and Colombia

The program includes two options:
- No return: remain in Spain while the business is managed by a trusted person
- Return: Return to a home country to manage the business personally

Therefore, the project aims to help and facilitate that both groups, migrants who return to their country of origin and those who remain in Spain, integrate themselves into their societies and have sufficient financial and labour resources.

Issue/challenge and
goals/assumptions

The overall objective is to improve the living conditions of the Colombian and Ecuadorian migrants living in Spain and of their families in the home country, by supporting creation and/or expansion of microenterprises initiatives in Ecuador and Colombia.

In order to achieve it the following services are offered:
1 - Advice for the analysis and evaluation of the viability of the business idea in the country of origin
2 - Training on financial education and business management
3 - Financial intermediation for business startup
4 - Monitoring of the business functioning in the country of origin by the advisors who are there during the first year.

How does it work?

The advisory bodies in Spain, Ecuador and Colombia use ICT to communicate. Specifically, they have an intranet and online media to work on each case between the two parties. Technical advisors move to the locations of the future business to study the project on the spot.
Regarding the business, it should be located in a rural or semi-rural area or have an impact there.
The relations between the migrants and the staff encourage integration since it is a constant exchange of knowledge and experiences.

Results

First stage (2004-2009): successful financing of 128 projects, creation of 324 jobs in Ecuador and Colombia. Of the 128 projects, 93 resulted in creation of a new microenterprise, 28 were expansions of existing businesses, and 7 of the created business were expanded from the original project.

Expected Outcomes 2012-2014: Inform more than 1000 people; analyze 480 initial ideas; evaluate 240 proposals in the country of origin; create or extend 120 microenterprises; empowering entrepreneurs through training, technical assistance and support with at least 65% of women; reduction of economic dependency links of families in the country of origin with respect to the person who emigrated from Ecuador or Colombia, gaining greater personal autonomy and generating their own income once its contribution credit is completed. There is an increase in savings of up to 30% of migrant personal budget.

Evaluation

One of the indicators used to evaluate the project is the survival rate of created production units that in relation to the first phase of the project was 90.62% in Colombia and 84.56% in Ecuador.
It also takes into account the adaptation of individuals into the respective societies, in which they live, and how do the new projects fit into the environment

Funding of microenterprise Projects with no return through the intermediation of financial products in Spain.
