Abstract (EN)

The goal of the project is capacity building among youngsters in vulnerable social, family, school and economic contexts through the development of competencies, values and behaviours that foster a healthy and structured growth and training. The project is based in the neighbourhood of Santo António dos Cavaleiros in the municipality of Loures (metropolitan area of Lisbon). The project has the following activities: school tutorial support, psycho and social follow up and follow up of families, parental training, conference for parents, workshops of fine arts, sports and cultural activities and Cid@net with training in the ICT area. In terms of entrepreneurship, the activities are: vocational training, setting up projects for juveniles, visits to and internships in enterprises and maintenance of community spaces. The model of intervention, transversal to the entire project, is centred in the person and in the family enhancing the individual as an agent of his own change, and the ecological model defending an intervention in the diverse contexts of the person’s life, school, family, group of peers and community.

Issue/challenge and
goals/assumptions

The project has three general goals. The first one is to promote the inclusion of children and youngsters in the school, namely of those at risk of failure and absenteeism. The second goal is to develop capacities for the implementation of community dynamics, entrepreneurship and intercultural citizenship among children and youngsters. The third goal is to sponsor the digital inclusion of children and youngsters living situations of risk as also of their parents or caregivers.

How does it work?

The project has created fundaments and solid structures that demarcate the space of the project in the community, opening pathways to a population increasingly skilled and supported who feels part of a whole despite the cultural panoply. In Santo António dos Cavaleiros neighbourhood, the project builds hope for a better world composed of more mature people. This the energy of the Choices Programme that the project has been sowing in this multicultural neighbourhood.

Results

The goals set by the team were reached and a 121% concretion rate was achieved. With a 170% execution rate, all the activities were done and many of them were well above what was initially planned. The number of enrolled individuals is 690, much higher than the 130 proposed in the candidacy.

Evaluation

The evaluation performed by the Choices Programme (Programa Escolhas) has been quite positive and in the more recent reports it is stressed that the goals have been reached with a level of excellence and with a classification of 16 out of a maximum of 18 points.

Who will benefit?

The beneficiaries are children and youngsters aged between 6 and 18 living in vulnerable social and economic contexts, from immigrant descent (88%, namely from Portuguese Speaking African Countries, with particular relevance to Angola), with early school drop out, without having completed the compulsory education, residing in the neighbourhood of Santo António dos Cavaleiros. This neighbourhood is a territory with a high index of exclusion and lacking institutional responses. The parents, relatives and caregivers also benefit from the project. They are individuals with little schooling, few professional skills, unemployed, lacking parental, personal and communication competencies.

Source of funding
and resources used

The project is financed by the Choices Programme (Programa Escolhas) with an amount of 211.187,00 Euros for the 3 years. It also receives funding from the institutions that are part of the consortium and this contribution corresponds to 25% of the total expenditures of the 3 years. The total budget for the 3 years is 281.972,36 Euros. The institutions forming the consortium are the Associação Beneficente de Ajuda (Charitable Association for Help), Commission for the Protection of Children and Youngsters at Risk of Loures, Portuguese Institute of Sports and Youth, Loures City Council, Administrative Parish of Santo António dos Cavaleiros, Assembly of God Evangelic Church of Santo António dos Cavaleiros, General Humberto Delgado Group of Schools and Santo António dos Cavaleiros Group of Schools.
