The Migrant Integration Policy Index (MIPEX III) report states that Malta is behind most countries of immigration in improving integration policy. Its policies for integration place it in 28th place out of 31 MIPEX countries. Its anti-discrimination law improved, but it is still one of the weakest in Europe. Many of the Non-EU nationals with the right to live in Malta do not have equal rights to work and they do not have political opportunities. Eventually, they can become long-term residents but few become Maltese citizens. Malta's Non-EU residents have some of the worst conditions in Europe for integrating their families. Malta's education policies are also among the least favourable in Europe for migrant pupils.
