Abstract (EN)

Art1 MN, the Equal treatment and anti-discrimination bureau of the province of Utrecht realised, early 2013, that political parties have few explicit equal treatment policies in their political agenda. Taking advantage of the fact that 2014 would be a local election year, Art1 MN reviewed the political parties' programmes that were to be used in preparation for the local elections. Art1 MN contacted the relevant person of each political party in order to meet with them and create awareness of the lack of explicit equal treatment policies. In addition, the Director of Art.1 MN also informed the political parties that their organisation would develop advice on how to embed equal treatment in their political programmes. An analysis was made for each political party taking into account the following factors/ questions: What are the values of each party? How does equal treatment fits with the core values of the party? Which actions and issues can be integrated in their political policies? The analysis and advise was compiled and presented to each party as tailor-made advice. Each advice was in line with the party's policies and core values. Initially, the advice was drafted for political parties and Councillors in the city of Utrecht. Nevertheless, due to the positive way in which these were received, new advisory documents were drafted for the political parties active in other municipalities in the province of Utrecht. In total, 20 municipalities received advice.

Ziele/Annahmen

(Political) Attention for equal treatment and discrimination is not constant in the Netherlands, nor within the province of Utrecht. Depending on current issues, which in turn depend on political agendas, media attention, etc, some discrimination grounds can come to the foreground while others are lost in the background for a long time. Political parties do not often consult with Art.1 MN or other anti-discrimination bodies for questions or advice on equal treatment and/ or discrimination. Nevertheless, the elected Councillors are the deciding authority on local policies, including equal treatment. The goal of this practice is to make discrimination, in general, a standard theme in political parties' policies and agendas. More particularly ART1 MN wanted to bring discrimination on the basis of race, religion and country of origin to the attention of Councillors, Aldermen and political parties.

Wie funktioniert das?
  • Approach and build relationships with political parties' representatives
  • Prepare thorough analysis of political party programmes
  • Develop tailor made advice for each political party, taking into account their core values and policies
  • Each advise was extensive. It comprised at least three pages. For some political parties a summary was made, but not for all.
  • Present, in the most suitable way, your advice to political parties' representatives in order to convince them to use it in their agendas and policies.
  • Long term: continue this process regularly so that equal treatment is one of the pillars of their (continuous) policies and work.
  • The long term goal can be achieved through continuous meetings and invitations to build rapport and build trust so that the political parties ask for advice and pose questions to ART1MN.
Ergebnisse

In addition to the meetings that took place with six political parties in the city of Utrecht, another meeting was asked for by a political party that did not participate in the process. Six political parties active in the city of Utrecht received tailor-made advice; five political parties active in other municipalities of the province of Utrecht received tailor-made advice. Since the implementation of the practice, 3 city Councillors have asked for advice, about possible discrimination on the grounds of race in relation to entrance policies of cafes, clubs and other leisure venues in the city. Questions were also asked about how to prevent school drop-out of youths with migrant origin and another general question on equal treatment. Three political parties have also asked ART1 MN to organise a theme meeting on 21 March anti racism day. Three city councillors and an Alderman have also attended other ART1 MN events during this year.

Evaluierung

An informal evaluation took place. The effects of the practice were clearly visible, based on the number of questions, requests for advice and the number of contacts between political parties and ART1 MN, that no formal evaluation was required.

The evalution was performed during a managerial meeting of ART1 MN wherein all staff compiled the number of questions, requests and advice and meetings that have taken place since the practice. These were brought together to get insights into the effect of the practice and compared with the number of contact, requests or questions from previous years. The feedback received after one year of the implementation is the following:

  • City councillors are impressed and thankful for the advice given by ART1MN and the quality of the advice, as well as how well it suits their party politics and vision.
  • The importance of equal treatment, which is not always acknowledged, has been brought to the attention of key figures in the development and implementation of policies that are relevant to all citizens.
  • The positive opinion of the target group on this initiative is a success.
  • All the qualitative goals have also been achieved.
  • Each advice was extensive. It comprised at least three pages. For some political parties a summary was made, but not for all. ART1MN believes that the advice delivered with a summary were better received and effective for the political parties than those without.
  • Do's: have the core values and policies of each party as starting point for your work and advice. Only when your advice fits within these parameters will they be taken on by the political party.
  • Don'ts: Don't be too critical of the values, past policies or initiatives of a political party. This can inhibit the possibility of dialogue and of presenting suitable advice that can enhance equal treatment.
Wer profitiert?

Political parties, society as a whole and minorities who often experience unequal treatment. In this initiative special attention was give to discrimination on the grounds of race, country of origin and migrant background (but not only).

und benötigte Ressourcen

No extra resources were required for this initiative. It was performed within the annual budget of ART1 MN. Four employees worked on the initiative: The Director and senior policy officer contacted the political parties and had meetings with them. A policy officer analysed the political parties values, policies and agendas and drafted each political party's advice. The communication's officer edited each advice into final documents. The policy officer who analysed and drafted the advics needed around 6 days for the city of Utrecht to perform this task. An additional 4 days were required to draft the advice for the political parties of the other cities.
