The project aims to increase the quality of life of refugees by developing a model for a two-way integration process based on social and institutional preconditions for their integration in Croatian society and advocating adequate integration policies for different refugee groups. This aim shall be achieved through cooperation with institutions, civil society organisations and citizens, and by direct work with refugees and persons with subsidiary protection in Zagreb and other towns in Croatia. The project aim has been justified by a deep understanding of refugees’ integration needs and challenges in Croatia from the beginning of asylum procedure implementation.

The central problem which the project tackles is a lack of social and institutional preconditions for successful integration of migrants into Croatian society whereas integration is understood as a two way process requiring changes both in recipient society as well as adjustments of migrants on that society, its values, institutions, legal frameworks etc. This problem is caused by a lack of preventive measures and clear integration policies for their full inclusion into Croatian society. Considering that refugees and their families are not able to access sufficiently their rights to accommodation, right to work, education, social assistance and integration assistance in society, most refugees tend to stay isolated while their integration process lasts longer than necessary. The adoption of the new Migration policy, as a vital tool for an all-encompassing, quality approach to migration and active integration of foreigners and refugees in Croatian society has not yet started to be implemented.

This project includes:
capacity building of local social service providers (local NGOs) for work with asylum seekers and refugees – management capacities for planning, funding and implementation of joint programs
networking – creating network of social service providers (horizontal networking)
policy development – monitoring implementation and proposing improvements of legislation related to asylum (particularly on integration policies)
direct service provision to beneficiaries (asylum seekers and asylum grantees) through activities of: info-integration point and personal assistance, provision of information services, free legal assistance and free Croatian language courses, educational activities for children and adults, integration workshops that introduce Croatian culture to refugees.
Refugees were provided with direct social services based on their needs and got access to information and institutions in the spheres of health, social rights, human rights, education, work, children and youth animation. Also, governmental and non-governmental organizations got a partner and point where they can get information and seek help in their work with refugees. Ten NGOs showed interest and took part in work of Coordination for Refugee Integration. Relevant ministries become aware of problems that refugees are faced with, and they started to take actions and steps to solve some particular integration obstacles.
Evaluation was done through the form of UNHCR “Implementing partner performance monitoring report” in two periods (for the 2011 and 2012). Refugees were provided with direct social services based on their needs and got access to information and institutions in sphere of health, social rights, human rights, education, work, children and youth animation. The awareness of the integration problems and a willingness to cooperate with NGOs are noticeable by some ministries. Policy solutions and recommendations towards systematic approaches in improvement of the whole integration process of beneficiaries have been developed.
The project focuses on persons that have been granted political protection in Croatia – asylees and persons granted subsidiary protection. Until December of 2012 there were 80 protections granted, which includes single men, single women, families, children and unaccompanied minors.
