Abstract (EN)

In January - June 2010 the Timisoara Intercultural Institute, in partnership with the West University of Timisoara, the Romanian- Arab Cultural Centre in Timisoara and the Association DiversEtica Bucharest, implemented the project Romanian language - Opportunity for social and cultural integration. Given the essential role and responsibilities of the structures of the Ministry of Education, the project was implemented with their cooperation. The project aimed to improve the level of knowledge of Romanian language and to provide free cultural orientation for TCNs in two large Romanian cities.

Ziele/Annahmen

The importance of knowing the official language of the host society for the success of migrant integration is well known. A few years ago, due to the wave of migrants and to the necessity to abide by the European framework in the field, Romanian language classes for asylum seekers and refugees started in the regional centres of the Romanian Immigration Office. Since 2004, free access to Romanian language classes was extended to all foreign citizens with a legal stay in Romania. However, the methodologies for the implementation of these provisions at national level were adopted only in November 2009.

The project aimed to draft a methodology and a group of teaching materials to allow for the improvement of the quality of the Romanian language classes and oriental cultural sessions for foreign citizens legally residing in Romania. On the basis thereof, and in agreement with the methodology established by the Ministry of Education, 100 foreign citizens in Bucharest and Timisoara benefited from Romanian language classes.

Project objectives:

  • to produce a package of classic and multimedia teaching materials for the teaching/learning of Romanian language by adults and cultural orientation activities in the Romanian society.
  • to develop Romanian language skills for 100 TCNs.
  • to enhance the degree of knowledge of the socio-cultural space in Romania by 100 TCNs.

 

Wie funktioniert das?

The project activities consisted of:

  • elaborating a methodology and teaching materials that would allow the improvement of the quality of Romanian language classes and cultural orientation classes for TCNs
  • organising Romanian language and cultural orientation classes for 100 TCNs in Bucharest and Timisoara
  • constructing and publishing a project website, that would include the teaching materials (both classic and multimedia)

The process of elaborating the methodology and teaching materials started from the analysis of relevant European experiences, on the basis of a partnership with organisations from Spain and France, which also offer language and cultural orientation classes and also on the basis of the collaboration with Aline Gohard Radenkovic, specialist in teaching foreign languages from an intercultural perspective.

Ergebnisse

The project results were:

  • a manual for the initiation in the Romanian language and cultural orientation for TCNs was drafted and published
  • the multimedia teaching materials were registered and published
  • 100 TCNs from Timisoara and Bucharest completed Romanian language and cultural orientation classes
  • a project website including all the materials was published - www.vorbitiromaneste.ro

The project was followed by another, larger project which aimed to organise Romanian language classes for 300 adult TCNs residents in Romania. The experience was used to organise classes in 9 large Romanian cities in the period February - May 2011 by specialised teachers, benefiting from a recognised training program.

Evaluierung

Evaluation indicators:

  • number of direct beneficiaries - TCNs that attended classes
  • quality of information provided during the classes
  • number of teaching materials drawn and published
  • publication of website and traffic data (number of views, unique visitors, etc.)

 

 

Wer profitiert?

The main target group was composed of 100 TCNs from Timisoara and Bucharest, but it also targeted TCNs from any community.

Besides the participants in the classes that were organised, any person wishing to improve their level of Romanian language knowledge and also that of the society and culture in Romania, through individual study, was able to do so by accessing the materials that were uploaded to the project website starting with the spring of 2010.

The sources of funding and resources used were:

376.350,00 lei out of which: 

75% of the funding came from the European Commission - Integration Fund (282.262,50 lei);

20% of the funding came from the national budget (75.270,00 lei);

5% beneficiary's contribution (18.817,50 lei).
