International Talents-Easier Access to
the Central Baltic Sea Region

The competition for international job-seekers, professionals and students (referred to as "expats" in this project) in particular, and the ethnic diversity in the region, are increasing fast as a result of globalisation. Consequently, the need to attract and integrate expats is widely recognised in national and regional strategies and business organisations. This, together with the structural labour shortage and the aging of the work force has spurred political and economic interest towards attracting professional talents and students and in integrating them efficiently into the labour market. The objective of the EXPAT project is to create a better coordination of existing activities and services, required to amplify the impact of measures and projects that public authorities have invested in and facilitating a better living enviroment for expats. The EXPAT project will develop a common platform for the provision of innovative services (so-called "soft-landing and soft departure services") to increase interaction among expats, locals and private/public service providers. It will facilitate the exchange and use of innovative services promoting social networking and human captical in the region as well as providing expats and their immediate family with easier access to employment opportunities and to a better quality of life within the region.
The global mobility of international talents is increasing, and at the same time the Central Baltic Sea Region (CBSR) is facing the challenges of an ageing population. In order to increase or even maintain its competiveness, the region needs to attract and retain international talents. Thus, it is essential to increase awareness of the opportunities in the region, ensure a smooth arrival and settling in and facilitate the development of lasting social connections. To achieve this, the EXPAT project drives for developing and improving the services that facilitate expats to settle in the Central Baltic Sea Region and improve their access to social and professional networks. In addition to this grass roots approach, the project ultimately aims to demonstrate to policy-makers the importance of investing in expats for a harmonious society and competitive economic region.

Benchmarking and Inventory: Mapping out existing services and social networks, conducting surveys of expats, and engaging stakeholders; Content development & pilots modelling: Incorporating the results from the previous phase and jointly assess issues and opportunities to then develop models of a social network platform according to local needs and resources; engaging stakeholders in developing services and the social network platform.
Piloting: Piloting the social network platform and collecting feedback from users; facilitating the continuation of stakeholder cooperation.
Wrap-up: Feedback from stakeholders and drafting recommendations; Communicating the results to the policy makers; Final conference of the project, open to the public
The novelty and added value of the project is combining existing social and professional networks into one platform. Furthermore this platform will also act as an information channel for the public administration to efficiently communicate with international talents.
The evaluation of the Expat-project is carried out through publicity meter and the number of contacts it reaches. In terms of publicity, the evaluation is determined by the number of visitors to its public websites and Facebook page and the news articles which refers the Expat-project. In terms of contacts, it is determined by the numbers of involved individuals in the project activities in workshops, conferences and questionnaire.
