9% of the EU population said in a 2016 survey that they could not afford to heat their home sufficiently.

After peaking in 2012 (11%), this share has fallen continuously.

The situation in the Member States varies. The largest share of people who claim to be unable to heat their home was recorded in Bulgaria (39%), followed by Lithuania and Greece (both 29%), Cyprus (24%) and Portugal (22%).

At the other end of the scale, less than 2% of the population face this problem in Luxembourg and Finland.
