Law no 22/2008, (Official Journal (OJ) no 92 1st Series, of 13th May 2008) - Law of the National Statistical System: It defines the general basis of the National Statistical System. Link

The official statistics are produced with technical independence and considered as public good, observing the national and international quality standards, and meeting the users' needs in an efficient manner, preventing the providers of information to the statistical authorities from an excessive burden, by using increasingly the administrative data.

All personal data collected by the statistical authorities for statistical purposes, are considered confidential, and legally protected. All people connected with the production of official statistics are obliged to professional secrecy. To break in confidentiality is considered a very serious administrative offence that implies criminal responsibility.

Anonymization of responses: All individual information is collected in secure computer systems and by officers duly accredited. The minimum of individual information is collected. In the primary stage of information processing, all the variables that allow to directly identify respondents (exact name and address) are excluded from the system.

In 2007 started the implementation of a new methodology, process which finished in 2009 (transition from CAPI to CATI, introduction of new variables, changes on the dwellings rotation scheme, among others), so the 2007 and 2008 data are only partially comparable with the prior periods. From the reference year 2009, all variables are fully comparable over time.

Comparative studies between the resulting data from the "demand side" (domestic trips with overnight stays in hotels) with the “supply side" data (number of overnight stays and guests residing in Portugal) were done. These studies show that although the volumes obtained are somewhat different, trends in both series are quite similar.

The need for revisions reflects the commitment established between disseminate the most updated statistical information and ensure high standards of accuracy and precision. The introduction of methodological improvements, the update of statistical conventions, the introduction of the most up to date information base, the introduction of additional information, the detection of random errors associated with inaccuracies in the use of information sources or the processing of data, can give rise to the revision of already published results.

The sampling frame was selected from the National Dwellings Register (NDR) which in turn uses information collected in the 2011 Census. It is also constituted by private dwellings of usual residence with telephone number and excludes collective households and institutions. 

The update is based mainly on information from fieldwork (from other surveys).

The sample has been designed considering several factors:

• The ability to conduct interviews by CATI;

• Obtaining around 5000 complete interviews, considering the dwelling as a residence of a household, with telephone and whose at least one member is enabled to answer a telephone interview (excluded individuals aged less than 15 years, reasons of lack of knowledge of Portuguese language and physical disabilities, for example);

• The response rate in previous years;

• The cost of the statistical operation.

Given these factors, the size obtained was 13 284 dwellings, which were distributed by NUTS II (2013) regions according to the modified Neyman allocation.

The sample is rotating, proceeding to a replacement of half of the units surveyed at the beginning of each year, which means that each year we proceed to refresh half of the sample (6 642 dwellings). Thus, for the units that remain in the sample for two years, each dwelling will be surveyed 8 times, once per quarter to collect information on the occurrence and quantification of tourism trips by household, as well as their characteristics in each quarter.

Individual dwellings in the sample are surveyed on a quarterly basis. Each dwelling is previously identified with a code (1, 2 or 3) for the corresponding month of the quarter in which it will be surveyed. This means that the sample will be distributed for each month of the quarter, and the reference period of the data will always be three months prior to the month in which the interview takes place (e.g.: an interview that takes place in April, the reference period will include visits began in January, February and March and so on).

18.4. Data validation
18.4.1 Data validation

As data collection is performed with the aid of an information system, all entered data are online checked: registration, coding and some validations (pathway and coherence) are made at the time of interview (CATI). The type of errors displayed can be “fatal” implying the nullity of the interview, if not properly corrected during the interview or “warning” implying a further treatment (imputation or estimation). In both situations the interviewer can use the remarks facility. All those remarks are checked centrally in Statistical Office.

 

Each Regional Centre makes the verification of work and compiling of information collected in the region. This is then sent to the Department of Information Gathering, and then aggregated into a single national database.

 

On this data runs a set of validations of consistency, necessary for error checking and correcting, coding registration or missing information checking.

Treatment of non-responses:

The “margins adjustment" method was used for calibration, applying a correction factor for non-responses.

 

Achievement of results:

The calculation of the estimates is based on the application, to each statistical unit of the sample, of a weight that is the product of three factors:

 

  • initial weight, based on the sample design;
  • correction factor for non-response to compensate the effect caused by these in sample size;
  • factor that calibrates (or adjusts) the sample to known population, using information external to the survey, through "margins adjustment" method. The margins used (auxiliary variables) result from independent estimates of the population nationally, according to gender and five age groups (0-14, 15-24, 25-44, 45-64, + 65) and also the total regional level NUTS II.

 

The initial weight of each sample unit is given by the inverse of their probability of selection.

 

The method of the "margins adjustment” is to select a function that minimizes the distance between the initial weights and the final weights adjusted, subject to the conditions of adjustment. These conditions ensure that the auxiliary variables, extrapolated with weight adjustment, are equal to known population totals.
