3.1. Data description

The quarterly data collection for registrations and bankruptcies express how many of legal units are newly registered in given time period and how many of legal units declared bankruptcy in given time period.

Provided data cover sections B to S (excluding section S94 and section O). Time series 2015-2021 were provided on voluntary basis.

3.4. Statistical concepts and definitions

For registrations we consider legal units newly registered in National Statistical Business Register in given time period (reporting quarter).
The entry of legal units into bankruptcy is governed by Act 7/2005 on Bankruptcy and Restructuring. For bankruptcies we use as a source Commercial Journal, the administrative data source by Ministry of Justice of Slovak Republic. We process daily data of legal units with an identification number, which declared bankruptcy in this Commercial Journal. We pair this data with National Statistical Business Register, which is updated in daily frequency from Single Public Register, quarterly with information from the social insurance company register and from statistical surveys, and yearly with information from the tax register.

The target population is the private sector of economy. National Statistical Business Register is the frame for identifying units.

3.7. Reference area

The reference area for registrations, bankruptcies and National Statistical Business Register is the territory of the Slovakia. The reporting units are residents at the territory of the Slovak Republic and provide data on their domestic activities and activities outside.

Data is available from Q1-2015 on.

6.1. Institutional Mandate - legal acts and other agreements

The European Parliament and Council adopted the European Business Statistics (EBS) Regulation (EU) 2019/2152 on 27 November 2019, followed by the Commission Implementing Regulation 2020/1197 laying down technical specifications and arrangements pursuant to the mentioned EBS Regulation (General Implementing Act).

6.2. Institutional Mandate - data sharing

The EBS Regulation (EU) 2019/2152 lays down provisions on the exchange of and access to confidential data for the purpose of the European framework for statistical business registers.  

The Commission implementing regulation (EU) 2020/1197 lays down technical specifications and arrangements pursuant to Regulation (EU) 2019/2152, including technical specifications for the exchange of confidential data for the purposes of the European framework for statistical business registers.

Data (pure numbers) are sent to Eurostat.


7. Confidentiality Top
7.1. Confidentiality - policy

Regulation (EC) No 223/2009 (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164) on European statistics stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

The following policy rules are applied at national level:

  • Act No 540/2001 Coll. on State Statistics;
  • Internal regulation - Directive on Statistical Confidentiality (SME-10/2023).

The Statistical Office of the Slovak Republic has introduced principles and procedures for the protection of confidential data in internal directives and instructions. The directive on the protection of confidential statistical data regulates the method of management and implementation of activities related to ensuring the protection of confidential statistical data in the Statistical Office of the Slovak Republic. The internal methodological instruction of the Statistical Office of the Slovak Republic regulates specific methods and parameter values ​​used in the protection of confidential statistical data of individual statistical surveys and data sets.

Quality policy is defined and made available to the public in documents:

The SOSR high level statements highlight customer orientation and quality of the SOSR products and services; this is then reflected in the development strategy of the SOSR for the given period of time in: Vision, mission, common shared values.

The Quality manual describes the documented procedures of the quality system that are used for implementation and continuous improvement of the quality management system in SOSR. Quality policy is based on the mission of the Statistical Office of the Slovak Republic: to provide high quality and objective statistical products and services by keeping confidentiality of statistical data and by minimising burden on interested parties using effectively existing resources with the aim to support improvement of the information and intellectual capital of our customers.

11.2. Quality management - assessment

There are defined internal directives related to the value adding processes supported by managerial processes and by resource processes.

European Statistics Code of Practice is the backbone of the whole quality management system.


12. Relevance Top
12.1. Relevance - User Needs

An advisory body the Statistical Council consists of members representing main users (representatives of ministries, state organisation and public institutions). The Council is the permanent expert advisory body for the President of the SOSR in the field of state statistics. The task of the Council is to draft /submit proposals and recommendations regarding state statistics concepts and other tasks according to the Status on the Statistical Council.

12.2. Relevance - User Satisfaction

User satisfaction is monitored via "Survey on satisfaction of users with products and services of the SOSR" conducted regularly with two-year periodicity. Evaluation of the user satisfaction survey also includes satisfactions rate (overall and for specified areas as well as for groups of products) and it is submitted together with conclusions and suggestions for improvements to top management meeting for approval.

13.1. Accuracy - overall

Accuracy was increased by revisions, what means more control checks of units in Statistical Business Register. SOSR makes great efforts to prevent the occurrence of errors in the data and performs data verification to detect the errors.

Validation of source data is based on the logical entry data control including the comparison with data from previous periods. Improvement actions include careful formal checks, which are realised in the process of data entry automatically.

Data are transmitted to Eurostat approx. 10 days after the reference quarter.

15.1. Comparability - geographical

For the entire area of Slovak Republic are applied the same statistical concepts.

15.2. Comparability - over time

Comparable data for registrations are available from 1Q 2015 to 1Q 2024.

Comparable data for bankruptcies are available from 1Q 2015 to 1Q 2017 and from 2Q2017 to 1Q2024. Regarding bankruptcies, the entry of legal units into bankruptcy is governed by Act 7/2005 on Bankruptcy and Restructuring, which amendment entered into force 01.03.2017. There were significant changes in bankruptcy proceedings, which fundamentally clarify and facilitate entry of units (legal and natural persons) into bankruptcy and restructuring in Slovak Republic. Therefore there is a significant increase in the number of bankruptcies since 2017.

17. Data revision Top
17.1. Data revision - policy

Revisions are carried out according to standards described in internal regulation SME-2/2021 Revision Policy of the SOSR. The same revision policy is applied to STS data released nationally and transmitted to Eurostat.

Original data is retained for comparison with revised data.

Coherence of the revision policy is respected for the data released nationally and disseminated to Eurostat. Currently, numeric information on the number of revisions of the data is not available.

17.2. Data revision - practice

The differences were caused by missing of administrative sources in the time of preparation of data. New data or corrected data from reporting units in Statistical Business Register are the primary source of revisions.


18. Statistical processing Top
18.1. Source data

The primary source for registrations is National Statistical Business Register. SOSR select units that were registered in given quarter. National Statistical Business Register is updated in daily (identification and demographic characteristics of Legal Units) from Single Public Register.

The primary source for bankruptcy data is Commercial Journal. It is an administrative data source from Ministry of Justice. In the section "bankruptcy and restructuring" we select those units, that have declared bankruptcy. The Commercial Journal is published every working day.

Daily for bankruptcies and quarterly for registrations.

18.3. Data collection

Data for registrations are compiled from the National Statistical Business Register.

Data for bankruptcies are collected manually by person responsible for collecting data from Commercial Journal on daily basis. Data are subsequently adjusted and ready for processing.

18.4. Data validation

The data entry, data completeness and statistical control are organised by specialised regional offices of the SOSR. Formal checks are realised in the process of data entry automatically.
