The industrial turnover index is a monthly short-term indicator used for the business cycle analysis.

Net Turnover (Variable 140301)
For all activities except for NACE 64, 65 and some activities of NACE 66 net turnover consists of all income arising during the reference period in the course of ordinary activities of the statistical unit, and is presented net of all price reductions, discounts and rebates granted by it.
Income is defined as increases in economic benefits during the reference period in the form of inflows or enhancements of assets or decreases of liabilities that result in increases in equity, other than those relating to contributions from equity participants.
The inflows referred to are arising from contracts with customers and are realized through the satisfaction by the statistical unit of performance obligations as foreseen in said contracts. Usually, a performance obligation is represented by the sale (transfer) of goods or the rendering of services, however, the gross inflows can also contain revenues obtained as a yield on the use by others of the statistical unit’s assets.
Excluded from net turnover are:
— all taxes, duties or levies linked directly to revenue;
— any amounts collected on behalf of any principal, if the statistical unit is acting as an agent in its relationship with
said principal;
— all income not arising in the course of ordinary activities of the statistical unit. Usually, these types of income are classified as ‘Other (operating) income’, ‘Financial income’, ‘Extra-ordinary income’ or under a similar heading,
depending on the respective set of generally accepted accounting standards used to prepare the financial statements.
Infra-annual statistics may not be able to take into account aspects such as annual price reductions, subsidies, rebates and discounts.
For the activities of NACE K6411, K6419 and K649 net turnover is defined as the value of output minus subsidies or government grants.
For the activities of NACE K642 and K643 net turnover can be approximated by the total operating costs, if net turnover is not available in the financial statements.
For the activities of NACE K6511, K6512 and K652 net turnover is defined as Gross premiums earned.
For the activities of NACE K653 the net turnover is defined as total pension contributions
For activities of NACE K66 for which net turnover is not available in the financial statements, net turnover is defined as the value of output minus subsidies or government grants. For activities of NACE K66 for which net turnover is available in the financial statements, the standard definition of net turnover applies

 

The indices of domestic and non-domestic net turnover require net turnover to be split according to the first destination of the product based on the change of ownership (whether or not there are also corresponding physical movements of goods across frontiers). The destination is determined by the residency of the third party that purchased the goods and services.

European Business Statistics Regulation:

  • Commission Implementing Regulation 2020/1197 laying down technical specifications and arrangements pursuant to Regulation (EU) 2019/2152 of the European Parliament and of the Council on European business statistics repealing 10 legal acts in the field of business statistic (General Implementing Act)

National context :

Statec is the National Institute of statistics and economic studies of the Grand Duchy of Luxembourg. Statec's administration is placed under the authority of the Ministry of the Economy and Foreign Trade. It is professionally and scientifically independent, i.e. it sets its own work programme in accordance with national and European statistical legislation, produces and disseminates data in complete neutrality.

The Law of July 10, 2011 on the organisation of the National Institute for Statistics and Economic Studies sets out the missions of Statec and its internal organisation. These missions are to provide a public information service of high quality to public and private decision-makers as well as to citizens. Statec is committed to produce statistics, analyses and studies giving a detailed, reliable and objective image of the society of Luxembourg.

Statec coordinates the statistical system of Luxembourg, organised according to the principle of statistical centralisation. For this purpose it widely relies on collaboration with other producers of data as well as with public and private research centres. Statec so centralises data available from public authorities to carry out its studies, but also to make them available to its users on a single platform. With the new law of July 10, 2011, applied scientific research is added to Statec’s missions.

STATEC guarantees the non-disclosure of confidential information when the statistical results are disseminated, except for foreign trade statistics. Regarding the latter, the detailed data that allows a resident exporter or importer to be indirectly identified is only kept confidential if the concerned economic operator sends a request for this to STATEC.

STS statistics are used for business cycle analysis as well as for the compilation of quarterly national accounts. Due to the different concepts, short-term statistics are not completely cohernt with other business statistics as SBS (Structural Business Statistics).

The unit in charge of STS tries to achieve a high level of coherence within the given data set (sub-aggregates / aggregates, unadjusted/adjusted time series, etc.)

17.1. Data revision - policy

There is no general national EBS revision policy.

Dada are not revised according to a specific calendar, but each time when newer, completed or corrected figures are availbale. In case of detected errors, data is updated at any time. Users are only informed about the reasons of non-scheduled revisions if these are important. The same revision plocy is applied to data released nationally and sent to Eurostat.

17.2. Data revision - practice

For several reasons, data can be updated: late arrival of data, availability of corrected or completed data, correction of methodological or technical errors, etc.

It is impossible to quantify in advance the expected average size of revisions, for the same reason, users cannot be informed in advance of major revisions.

At present, different versions of historical data are not stored, only the last available version is saved in the EBS database. Nevertheless, LU plans to introduce the storage of different versions of released data.

As there is no vintage database for this indicator, the calculation of Quality Performance Indicators (QPIs) is impossible.

Raw data are provided monthly by survey. It is transmitted to Statec by post, fax or e-mail.

In the case of the industrial turnover index, there is no utilisation of administrative data.

18.4. Data validation

Data is checked before the electronic processing (completeness, logical errors, sums etc.). The data processing tool has some integrated tests helping to detect errors (e.g. deviations from the normal level). After the index calculation, the indices are visually checked: Statec uses a EXCEL graphs and outlier detection programs.

18.5. Data compilation

Missing informations are imputed according to a set of internal rules by using figures of comparable months for the same KAU or other KAUs in a comparable activity branch.
