6.1. Institutional Mandate - legal acts and other agreements
European Business Statistics Regulation:
Statec is the National Institute of statistics and economic studies of the Grand Duchy of Luxembourg. Statec's administration is placed under the authority of the Ministry of the Economy and Foreign Trade. It is professionally and scientifically independent, i.e. it sets its own work programme in accordance with national and European statistical legislation, produces and disseminates data in complete neutrality. |
6.2. Institutional Mandate - data sharing
There is no general datasharing. Nevertheless, results are transmitted to international organisations such as OECD, UN, etc. |
7.1. Confidentiality - policy
STATEC guarantees the non-disclosure of confidential information when the statistical results are disseminated, except for foreign trade statistics. Regarding the latter, the detailed data that allows a resident exporter or importer to be indirectly identified is only kept confidential if the concerned economic operator sends a request for this to STATEC. |
7.2. Confidentiality - data treatment
The ESS confidentiality rules are applied if disaggregated results are requested on demand. |
8.1. Release calendar | |||
There is no official national release calendar. |
8.2. Release calendar access
There is no official national release calendar. |
8.3. Release policy - user access
The release days are the days data are transmitted to Eurostat. According to the principle of independence, data is released to all users at the same time. |
There is a monthly transmission to Eurostat according to the delays of transmission foreseen in the STS (Short-term business statistics)-Regulation. |

News release available in paper format and on internet. It is also transmitted to the media and the registered users. |
10.2. Dissemination format - Publications
Monthly publication "Indicateurs rapides B2" available on internet and in paper format. |
10.3. Dissemination format - online database
There is no online database, but historical figures are available on request. |
10.4. Dissemination format - microdata access
There is no microdata access. |
10.5. Dissemination format - other
Results are transmitted to Eurostat in the requested format. Information on other disseminations are not available (for example taylor-made requests). |
10.6. Documentation on methodology
There are no national methodological documents available except STS variable definitions. Statec uses the methodology published in the STS manual. |
10.7. Quality management - documentation
There is no document on quality management available. |
11.1. Quality assurance
There is no specific quality management concerning these indicators. The quality of the indicator is compliant with Eurostat recommendations. Checks carried out along the production chain of the indices. |
11.2. Quality management - assessment
The quality of the indicator is compliant with Eurostat recommendations. Checks carried out along the production chain of the indices. |
12.1. Relevance - User Needs
Results are needed by Eurostat according to the European STS Regulation. There is no further information available of the relevance of this indicator for users, nevertheless, the results are regularly published and commented by media and professional stakeholders (trade unions, employers associations, etc.) |
12.2. Relevance - User Satisfaction
Not available for this specific indicator, but the user satisfaction for Statec's products is very high according to a user's survey. Annexes: La confiance dans les statistiques publiques |
12.3. Completeness | |||
Eurostat's requirements in terms of time series are fulfilled. |
13.1. Accuracy - overall
Not available: there are no calculations on statistical errors and bias. For practical and budgetary reasons, this indicator is produced with raw data provided by a panel of the main KAU's in construction. |
13.2. Sampling error | |||
The sampling error is not available |
13.3. Non-sampling error
The response rate for 09-2020 is 94%. |
14.1. Timeliness | |||
This indicator is produced after +/- 55 days after the end of the reference period. |
14.2. Punctuality | |||
This indicator is disseminated +/- 55 days afterthe end of the reference period. For unforeseen reasons and due to the specific situation of a very small statistical institute, the delays can be some days longer. |
15.1. Comparability - geographical
The definitions applied are the same as fixed in Council Regulation 1503/2006 to assure European comparibility. |
15.2. Comparability - over time
There are no breaks in series except for classification or structural reasons. |
15.3. Coherence - cross domain
STS statistics are used for business cycle analysis as well as for the compilation of quarterly national accounts.Nevertheless, there is a lack of coherence: for practical reasons, this STS indicator is based on a panel survey and quarterly national accounts are produced above all with administrative data. Due to the different concepts, short-term statistics are not completely coherent with other business statistics as SBS. |
15.4. Coherence - internal
The unit in charge of STS tries to achieve a high level of coherence within the given data set (sub-aggregates / aggregates, unadjusted/adjusted time series, etc.). For example, it is possible that unadjusted time series growth month-to-month rates can be positibe while adjusted growth rates are negative, or vice-versa. |
NSI: 335 hours/year KAUs: 325 hours/year |
17.1. Data revision - policy
In the field of STS, Statec has no official release or revision calendar. Data dissemination depends on the deadlines foreseen in the STS regulation. Revisions are made each time when newer, completed or corrected figures are available. The revised results are used for national releases as well as for the data transmission to the European Commission. Users are only informed about the reasons of non-scheduled revisions if the revisions are considered to be important. |
17.2. Data revision - practice
In the field of STS, revisions are made each time when newer, completed or corrected figures for the different variables are available. There is no official revision calendar or regular process. The data and level of revisions depend on the data available. It is impossible to quantify the expected average size of revisions, for the same reason, users cannot be informed in advance of major revisions. For several reasons, data can be updated after the first release of results: availability of corrected or completed data, correction of methodological or technical errors, confrontation with QNA data, etc.
Calculations (2020-2022) based on vintage figures transmitted by EUROSTAT to STATEC: |
18.1. Source data | |||
Raw data are provided monthly by survey. It is transmitted to Statec by post, fax or e-mail. Results are based on a panel of +/- 150 KAU's. In the case of the construction production index, there is no utilisation of administrative data. |
18.2. Frequency of data collection
monthly survey on construction activity |
18.3. Data collection | |||
collection by EXCEL questionnaire, replies by e-mail. |
18.4. Data validation | |||
Data is checked before the electronic processing (completeness, logical errors, sums etc.). The data processing tool has some integrated tests helping to detect errors (e.g. average product prices deviating from the normal level). After the index calculation, the indices are visually checked: Statec uses graphs and outlier detection programs. By using Stata, the results are restructured and the used codes are redifined in order to match with Eurostat's data transmission formats (CSV). Before the transmission to eurostat, the files are checked and validated in the GENEDI tool. |
18.5. Data compilation
Missing informations are imputed according to a set of internal rules by using figures of comparable months for the same KAU or other KAUs in a comparable activity branch. For the calculation of this index, Statec uses a Laspeyres quantity index (fixed weights: value added - base year 2010) |
18.6. Adjustment | |||
Construction production indices are calculated by multiplying the hours-worked (by KAU) by a specific coefficient (value added at factor costs divided by hours worked during the base year, by KAU) . Calendar adjustment is carried out using the JDemetra interface. The rules applied are those fixed in the STS recommendations.
