3.2. Frequency of data collection

UOE data collection use data from Ministry of Education databases. Data is collected once a year as of 30 September (ISCED 0-4), as of 10 October for some ISCED 5 programmes and as of 31 December for tertiary students.

Moreover Statistical Office in Gdańsk collects data on yearly HEI questionnaires and receives financial yearly data on national budget from Ministry of Finance.

3.3. Data collection

Statistical Office in Gdańsk - financial data are collected on yearly electronic questionnaires F-01/o (ISCED 0-5) and F-01/s (ISCED 6-8);  electronic questionnaires S-10 and S-12 regarding students and graduates in theological academies.

Ministry of Education and Science  collects data in two individual databases - SIO student and schools database for ISCED 0-5 (some programmes at ISCED 5) and POLON which is an information system on science and higher education.

Ministry of Finance - yearly reports on Execution of the state budget expenditures.

All data is validated by the Ministries and Statistical Office in Gdańsk.

After the reorganization of education system in Poland it has turned out that available data is not sufficient to meet some UOE data methodological requirements. New structure of education which cover two ISCED levels of primary and lower secondary education requires the use of estmation methods that allows distribution of students between ISCED 1 and ISCED 2 level.

In 2017 number of VII grade students of new primary schools by age (reported at ISCED2) are estimated on the basis of age structure of first grade students of primary schools in 2011/2012 school year (corresponding to the theoretical duration of the programme).

In 2018 number of VII grade students of new primary schools by type of institution are estimated on the basis of the institutional structure of VIII grade students, for which complete data is available. Number of students by age and sex is estimated on the basis of the structure of students in 2017/2018 school year.

Reasons for unavailable data and, planned actions to improve coverage

1. Lack of sufficient information in POLON system administered by Ministry of Education and Science and in our statistical database that alows us to make reliable estimation.

2.Data on repeaters  were unavailable in Education Information System. Data were not processed due to changes in IT system. It is planed to develop an estimation method that allows to compile data on the basis of the individual data sets comming from two concecutive years for students at ISCED 24 and 34.

Insufficient information on the country of origin for all mobile sudents in POLON database. In case of some tertiary programmes, information on the country in which upper secondary diploma was obtained, is not required by law. This problem will be solved no later than within the next two years, when new legal regulations in this matter will enter into force.   Teacher aides are not considered as a separate category of emplyment and such information is not collected in Education Information System (SIO), individual database administered by Ministry of  Education and Science   Data is not available in Education Information System (SIO), database administered by Ministry of  Education and Science   Insufficient information on the country of origin for all mobile graduates in POLON database. In case of some tertiary programmes, information on the country in which upper secondary diploma was obtained, is not required by law. This problem will be solved no later than within the next two years, when new legal regulations in this matter will enter into force.   Lack of reliable data sources. Currently we are involved in the methodological work regarding data on scholarships and other grants to households and students (E10 on ISCED 6-8) and data on current expenditure for teaching and non-teaching staff (X1, X5 on ISCED 02-4)

Due to the fact that F-01/o questionnaire on revenues, costs and the financial result of schools and other education establishments was conducted in Poland for the first time, some methodological issues might have influence on the results of the survey. Additionally schools had some difficulties with preparing financial data. Nonexistence of administrative obligation on non-public educational institutions in Poland as regards the financial reporting on the funds coming from any sources of financing other than public, including foreign subsidies to educational activities is also very problematic matter. Summing up all previously mentioned difficulties with colecting data, resulted in estimation of expenditures in private institutions (FIN2Nature). Methodological changes aimed at  improvement on calculculations of initial funds. Major of initial education funds comes from the educational subsidy at the central level of government. In the process of intergovernmental transfers  educational subsidy deposits the local government accounts. For many years it was very hard to determine the amount of money that local government adds to the subsidy (from own funds). In the result, all cash flows (governmental subsidy and local government’s own sources) were indicated at the local level. Now, we have revised our methodology and calculated the correct values for the year 2016.

Various types of schools are assigned to the different levels of education. Full coherence is in case of ISCED 0. Data on levels from 1 to 4 published by Eurostat, OECD, Unesco differ a little from national publications. Main difference is visible at ISCED 1 and 2 level. Primary school for children and young people aged 7 to 14 years constitute single-structure education which cover two ISCED levels of primary and lower secondary education.
In scope of educational expenditures, Polish publication lists only government expenditures. Expenditures vary depending on educational levels classification. In UOE questionnaires exenditures are estimated on appropriate ISCED levels.
"Szkolnictwo wyższe i jego finanse w 2020 r." ("Higher Education and its Finances in 2020") Differences in published data is mainly the result of method used for counting students, new entrants and graduates. At national level, students may be presented as many times as they were studing fields of education whreas in UOE data collection doublecounting is very limited phenomenon (since 2020/2021 academic year). There is also difference is visible at ISCED 5 level. In Poland, schools at ISCED 5 level are classified as post-secondary schools. Regarding expenditures on HEI, they vary depending on educational levels classification. In UOE questionnaires exenditures are estimated on appropriate ISCED levels. Polish publication lists only government expenditures.
