2.1. Data description

This domain covers data on key aspects of the education system. The data show entrants and enrolments in education levels, education personnel and the cost and type of resources dedicated to education.

2.2. Classification system

International Standard Classification of Education ISCED 2011

ISCED-F 2013 - ISCED Fields of Education and Training 2013 - is a classification of fields of education, which accompanies ISCED 2011 (http://uis.unesco.org/en/topic/international-standard-classification-education-isced).

2.4. Statistical concepts and definitions

Data in UOE tables are presented according to the concepts and definitions of the UOE data collection manuals on education systems statistics. 

2.5. Statistical unit

In the UOE data collection on education statistics, the statistical units collected are students enrolled, entrants, graduates, mobile students enrolled and graduated, education personnel and expenditure.

In the data collection on language learning the statistical unit is enrolments in studies of foreign languages. 

2.6. Statistical population

The statistics refer to education in the school and university system, as defined in the International Standard Classification of Education . The basic unit of classification  is the educational programme. The data collection covers formal education programmes that present at least the equivalent of one semester of full-time study and are provided within the Latvia.  

The UOE data collection covers all organised and sustained learning opportunities for children, youth and adults, including those with special educational needs, irrespective of the institutions or organisations providing them or the form in which they are delivered. They cover school-based general education and vocational education/training (including combined school- and work-based programmes such as dual system apprenticeship).

For non-finance data: school/academic year.

For finance data: calendar year.

2.9. Base period

For expenditure data, the base period is the calendar year and thus running from 1st of January to 31st of December. 

For graduates, period is the calendar year and data refer to all graduates during the calendar year.

Data on students refer to the beginning of the school/academic year. Data on personnel refer to the beginning of the school/academic year.


3. Statistical processing Top
3.1. Source data

The UOE data collection on education statistics are compiled on the basis of administrative sources, reported by Ministries of Education and Science and surveys conducted by Central Statistical Bureau. Data are coming from administrative records.

Data collections on enrolments, graduates, personnel are census. Data on expenditure is compiled using data from the Ministry of Finance, Household Budget Survey, statistical reports.

3.3. Data collection

Data for UOE at ISCED levels 0 and 1-3 (General) are collected using summary data provided by Ministry of Education and Science. Data at ISCED levels 2, 3, 4 (all - Vocational) are collected by Central Statistical Bureau & Ministry of Education and Science. Data at ISCED levels 5, 6, 7 and 8 are collected by Central Statistical Bureau using statistical reports from education institutes.

3.4. Data validation

To ensure quality of statistical data, Central Statistical Bureau validated results of data compilation. Data collection is compared to data from previous years to observe trends and changes.

3.5. Data compilation

Data are provided in absolute figures. Conversion factors from part-time to full-time equivalent (FTE) data are used for all ISCED levels differently.

Estimation methods used in the UOE questionnaire:

Finance: Each variable concerns all ISCED levels. Data source - Statistics from Ministry of Education and Science, Vocational schools statistics, Higher education statistics, the Treasury and Household Budget Survey. Reason - No breakdown by ISCED level in general education, vocational education and higher education.

Funding on education is divided in compliance with the number of students in corresponding level of education, based on the allocation of the budget in general education, vocational education and higher education.

3.6. Adjustment

Enrolment data are adjusted to the reference period of the financial year. 

According to the OECD recomendations for table FIN-STUDENTS applied formula for number of students to reflect 8/12 from 2020/2021 and 4/12 from 2021/2022.


4. Quality management Top
4.1. Quality assurance

The quality of the education systems statistics from UOE data collection is ensured through specific requirements set in Regulation (EC) No 452/2008 and the details provided in Commission Regulation (EU) No 912/2013 for data from 2013 onwards and Commission Regulation (EU) No 88/2011 for 2011 and 2012 data.

Quality is ensured trough the use of harmonised definitions and concepts.  The quality is discussed in working groups at Eurostat. Central Statistical Bureau respects Eurostat recommendations.

4.2. Quality management - assessment

UOE data collection for Latvia is considered to be of good quality thanks to a harmonised production process. All data used in UOE questionnaires meets national and international requirements and criteria.

CSB of Latvia has provided standard Quality Report and ISCED mapping of national programmes to Eurostat every year.


5. Relevance Top
5.1. Relevance - User Needs

User needs are notified during the time of annual Statistics Surveys Programme creation. Data user needs at national level are discussed and if possible taken into account during the data collection. 

5.2. Relevance - User Satisfaction

A specific survey has not been conducted to determine user satisfaction with UOE data collection at national level.

5.3. Completeness

Enrolments – data on homecoming students are not available.

Entrants – data on new entrants to tertiary education (unduplicated count) are not available.

Foreign languages learning – data are not collected by age, only totals for each ISCED level are available.

Personnel – data on management personnel and teacher aides are not available.

Education expenditure -  for all ISCED levels transfers and payments to other private entities are not separated in statistical reports. CSB is receiving information from the Ministry of Education and Science and from Treasury therefore we can not influence data collection process in other institution.

Central Statistical Bureau of Latvia is the responsible institution for providing and publishing statistical data on education based on internationally used definitions and methodology. Ministry of Education and Science also collects data on education (general education), but data collection is based on internal definitions. Data on enrolments in formal education collected with survey (i.e. Labour Force survey) is not coherent with registered data due to the differences in the time frame.
