    FTEs conversion factor in enrolments table: Enrolment statistics in Hungary are collected in 1st of october for ISCED 01234. The students are classified according to 5 categories of attendance (full-time education,  adult education full-time form, adult education evening courses, adult education correspondence courses, adult education other form). Students in tertiary institutions  are classified according to 4 categories of attendence (full-time, part-time evening courses, part-time correspondence courses, part-time distance courses). Each mode of attendance has its own full-time equivalence conversion factor, based on a figure laid down in the Act of education. A weighted average is created from these factors.
    FTEs conversion factor in personel table: Personel statistics in Hungary are collected in 1st of october for ISCED 01234. The personel are classified according to 3 categories of working day (full-time employment,  part-time employment,  teachers with contract). Academic staff in tertiary institutions  are classified according to 3 categories (full-time employment, part-time employment and staff with contract). Each mode of categories has its own full-time equivalence conversion factor, based on a figure laid down in the Acts of education. A weighted average is created from these factors.

  • fulfilled all the requirements for obtaining the diploma until 31 August 2020 (successfully completed the final examination by the deadline), but
  • did not take the language examination required by law (government regulations on qualification requirements) as a precondition for obtaining the diploma. (Based on Act LXXX of 1993 on Higher Education, Act CXXXIX of 2005 on Higher Education or Act CCIV of 2011 on National Higher Education)

is exempted from the obligation to take the language examination due to the2020 legislation in response to the Covid pandemic (Government decree 101/2020. (IV.10.) and 79. § (10) of LVIII. Act of 2020).

Thus, students who had completed their studies, passed the final examination in previous years, but could not obtain their diploma without passing the language examination were also exempted.

Moreover, the exemption applied only to those programmes, where the legislation (government regulations on qualification requirements) required a language examination for the acquisition of the diploma (for example, doctoral programmes were not covered).

Calculation method Scope of education
The data from financial reports of budgetary institutions are  totalled according to several classifications: e.g. according to the different tasks completed by the institutions and according to the branches of  national accounts in which institutions  are  classified by their principal task. In the case of total by tasks, the expenditure  of an educational institution may appear in several task categories, among others in educational ones (probably with the biggest amount). In the case of total by branches, the expenditure of an educational institution is counted entirely in the respective education (sub)category. In this submission the data of tertiary education are based on processing by branches, while the data of other levels of education are based on processing by tasks. The rationale of this method is that the non-educational tasks, the side activities show the biggest share in tertiary educational institutions. Another reason is that the data set by branches hardly could be used at non-tertiary levels, because this sphere mainly belongs to local governments, and the financial data of educational institutions are often processed in the branch of local governmental administration.
Consequently, finance data of non-tertiary levels include only the expenditure reported under the categories of educational (and education related) tasks, whereas data of tertiary level include all expenditure of tertiary educational institutions belonging to several task-categories (except for medical schools, where only the expenditure of educational and closely related tasks are included).
