3.1. Source data

Sample design was prepared in accordance with recommendations from consultants involved in an IPA project and taking into account experiences with pilot project conducted prior to regular data collection.

Sampling frame

Target population are all enterprises located in Croatia which employ at least 10 employees and were active in October 2010. NACE Rev.2 activity sections A-S were covered. It was decided that the most appropriate source for sampling frame is Statistical Business Register (SBR).

Out of SBR 17 030 enterprises that fulfil above mentioned criteria were extracted creating sample frame for SES 2010. Two stage stratified sampling was used in the process of selecting sample.

The first stage of selecting sample relates to selecting enterprises from sample frame on the basis of 3 criteria: NACE Rev. 2 activity section, size of enterprise and NUTS2 region. This has been done by CBS’s Sampling Department.

The second stage of selecting sample has been done on the field, by respond units selected – enterprises were asked to select employees for which they delivered data. Clear explanation on how to choose employees was presented in the questionnaire. The procedure was explained through 4 steps.

According to 3 stratification criteria targeted population was stratified as presented in the attached document Sampling Frame.

Response units selected to participate in SES data collection were notified about participation by a mailed circular letter. This letter contained general information about survey, guidelines on data delivery and contact information in case of any technical or methodological questions.

Paper questionnaire was attached to circular letter, because this survey was introduced for the first time in the statistical system of the Republic of Croatia and taking into account the fact extensiveness of questionnaire.

Initially, it was possible to fill in data using on-line questionnaire from March 12th 2012 until the end of March 2012 was, but due to technical problems this deadline was extended for a few days. Also, deadline for data delivery in paper questionnaire was end of March.

Starting from April 2012, until the end of September 2012, data from paper questionnaires were entered in prepared application. Parallel to this, data corrections were made. Finally, database was prepared and transmitted to Eurostat.

After acknowledged from Eurostat data had to be validated five times. Finally, clear database was retransmitted to Eurostat in the beginning of March 2013.

So far data are only available via Eurostat.

8. Coherence and comparability Top
8.1. Comparability - geographical

SES 2010 was in Croatia prepared and conducted fully in line with EU regulations.

8.1.1. Asymmetry for mirror flow statistics - coefficient

[Not requested]

8.2. Comparability - over time

It is not possible to compare SES2010 data with earlier data collections because data for 2010 were collected for the first time.

8.2.1. Length of comparable time series

[Not requested]

8.3. Coherence - cross domain

The only possible data source to which data from SES could be compared is regular Monthly survey on persons employed and wages (RAD-1).

For this purposes data on monthly gross earnings per employee for October 2010 from both surveys was compared.
