Objective of the consultation

The Communication from the Commission to the European Parliament and the Council on the Production Method of EU Statistics: a Vision for the Next Decade (COM (2009) 404) (hereafter referred to as the ‘Vision') states that a new generation of statistical legal acts would deal with broader areas of statistics, and emphasises the increasing use of multiple data sources and innovative data collection methods as well as the growing importance of cross-domain integration and concepts The Vision aims at overcoming the business model where the statistical production processes are organised in numerous parallel processes, country by country and domain by domain.

Currently, the production of European statistics on persons and households is governed by an assemblage of fragmented domain-specific regulations, not always harmonised. This is a result of history rather than design. For example, there are currently five legal bases for European social surveys, namely for the Labour Force Survey (LFS), EU Statistics on Income and Living Conditions (EU-SILC), Adult Education Survey (AES), European Health Interview Survey (EHIS), and Survey on ICT usage in households (ICT-HH). Two European surveys are conducted on the basis of an informal agreement only, namely the Household Budget Survey (HBS) and the Harmonised European Time Use Survey (HETUS). This legal fragmentation hampers the implementation of the Vision. It is an objective of this initiative to develop an integrated and consistent legal framework that will also replace the existing regulations.

Eurostat has analysed the situation internally in the context of its modernisation strategy for social statistics. It has started to prepare the ground for integrated legislation for the production of European statistics on persons and households. The principles of such legislation have been discussed with the National Statistical Institutes.

The main policy objectives for this new framework are:
1st main policy objective: Consolidation and integration of European legislation on the production of statistics relating to persons and households in order to enable progressive methodological and organisational integration of statistical data collections.
2nd main policy objective: Implementation of the new policy for European statistical legislation in the area of statistics relating to persons and households. An agreed identification and delegation of responsibilities in the relevant areas in conformity with the Lisbon Treaty will support both, an accountable and responsive statistical programming and an efficient, integrated data production.

As a preparatory step, a study is being executed to analyse the impact of the proposed changes. Indeed, it needs to be ensured that the changes that are considered are in line with users' needs and to a maximum extent will help to resolve problems currently encountered by users of social statistics, and at the same time improve the regulatory environment for data producers.

The objective of this consultation is first to collect the views of users of social statistics to better match the European production system for social statistics and the statistics produced with their needs. This open public consultation is complemented by other consultation actions that target more specifically other stakeholders and mainly the National Statistical Institutes and the various EU institutional users.

As next step these results will be analysed in greater detail and the resulting analyses will be one of the building blocks of the Impact Assessment Report which is expected to be released before mid of 2016. Publication of this final Report is part of the inter-institutional agreement on the making of Better Regulations. Only with an approved Impact Assessment Report may the Commission bring the new legal proposal forward to the Council and the European Parliament.
