What's new on contractual procedures ?
29/06/2004 The Portuguese version of the Practical Guide to contract procedures financed from the EC general budget in the context of external actions is now available on the site, as well as the Grants annexes . The other annexes will be available as soon as possible. It is recalled that the French version is the official version for the Practical Guide and the Grants annexes.
27/04/2004 As a result from Regulation 769/2004, candidates and tenderers from CARDS-countries are now eligible under PHARE, ISPA, SAPARD, Cyprus & Malta pre-adhesion instrument and Turkey pre-adhesion instrument. Annex a02 [469 KB] has been revised accordingly.

16/04/2004 For new call for tender published as from 16/04/2004, the documentary evidence certifying that the candidate/tenderer does not fall into one of the grounds for exclusion will no longer be required at the time of the submission of applications/bids.
It will only be required from the selected contractor prior to the signature of the contract.

WHO acceded to the 23 April between the Commission and the United Nations on 11 December 2003. So did WMO on 18 December 2003, and UNESCO on 23 February 2004.
UNIDO acceded to the 29 April 2003 Financial and Administrative Framework Agreement between the Commission and the United Nation on 23 October 2003.
ILO acceded to the 29 April 2003 Financial and Administrative Framework Agreement between the Commission and the United Nations on 4 July 2003. FAO did the same on 17 July 2003.
Framework Contract AMS/451
It is a Framework contract for operational short-term technical assitance to beneficiary countries of external aid and it concerns assignments of less than € 200,000 and 12 months. It came in force on 01/04/2000 for 3 years, and has been extended up to 31/03/2005.
Framework Contract Commission
The list of Framework contractors is closed and cannot be modified . This Framework contract runs from 15/01/2004 up to 14/01/2006.
Rules and procedures for services, supplies and works contracts financed from the general budget of the EC in the context of cooperation with third countries
The procedures [296 KB] described in this document are based on those previously adopted by the Commission in its decision SEC(1999)1801/2 of 10/11/1999 wich they update in order to conform with the new Financial Regulation and its Implementing Rules adopted by the Commission in December 2002.
Practical Guide to contract procedures financed from the 9th European Development Fund (EDF)
This practical guide covers tenders and contracts financed from the 9th European Development Fund (EDF) only and has been designed to the attention of all users.Contracts financed from other EDF are not covered by the present guide. The provisions and standard documents applicable to those contracts remain unchanged. Nevertheless, part 6 of the present guide and the relevant models annexed to it are applicable to grants financed from other EDF provided they do not contradict with the provisions of the corresponding financing agreements. However, they are not applicable to ongoing procedures ie procedures for which the publication of a call for proposals already occurred. It is worth noting that the French version will be the authentic version in case of discrepancies between the two versions, when not otherwise stipulated.

The procedures described in this document are based on those previously adopted by the Commission in its decision SEC(1999)1801/2 of 10/11/1999 wich they modify in order to insure their conformity with the provisions of the EDF.
New rules for contracts in the field of nuclear safety
These new rules [23 KB] on support for nuclear safety in the Newly Independent States and Central and Eastern Europe were adopted by the European Commission September 6, 2000.
