Audit Framework Contract 2006


The Audit Framework Contract 2006 can no longer be used for launching requests for services for audits and other related engagements (e.g. verifications of International Organisations).

Any requests for services for audits and other related engagements shall be launched under the Audit Framework Contract 2010  which entered into force on 26 July 2010.



The Audit Framework Contract 2006, managed by the European Commission (EuropeAid Cooperation Office), is a multiple framework contract with an initial duration of two years (renewed for 2 years) that entered into force on 20 July 2006. It shall provide services by professional firms for auditing programmes and projects of external aid for development financed by the EDF and the EC Budget. The services can also cover verification of contributions of the EC to international organisations in the context of development aid. Three lots have been created relating to the audits to be executed.

The Framework Contract 2006 works according a system of competition and not a cascade system as it was the case for Framework Contracts 2002 and 2003. This means that, for each individual mission, all the contractors of the lot concerned will receive the request for services and will have to send an offer.



The contract can be used for audit services of all programmes and projects financed by the Community budget and the EDF.

Site or location of works, place of delivery or performance

EU Member States, international organisations and beneficiary countries of the external aid financed by the EDF or the EC Budget.


The contract consists of three lots with different contractors. The lots are the following:

LOT No 1 Financial Audits and Systems Audits

These audits primarily involve analysing the financial statements the European Commission receives for programmes and projects funded by the European Commission from the EDF and the EC Budget, as well as analysing the administrative and financial structures and procedures put in place.

LOT No 2 Other Audit Assignments and Related Audits

These audits primarily involve:

  • work primarily analysing the national budgetary system, looking at the workings of public-sector accounting and checking the expenditure trail, all carried out as part of the budgetary support set up by the European Commission,
  • examining the management of programmes and projects funded by the European Commission from the EDF or the EC budget, looking at the economic situation, efficiency and effectiveness,
  • investigations into cases of fraud or suspected fraud intended to find evidence which can be used in subsequent proceedings.
LOT No 3 Training

Arranging auditing courses (including back-up teaching materials), for European Commission in delegations in particular.


The contract is primarily designed for the use by the headquarters and for the delegations requiring the assistance of international auditors.

Each audit mission will be allocated by means of a specific order form on the basis of specific terms of reference relating to the audit mission. These missions are taking place in the beneficiary countries, at international organisations and in EU Member States.

For each individual assignment, a Request for Services will be sent to all the Contractors of the lot. The detailed specific terms of reference for each assignment will be annexed to this request.

Within 10 working days of a request for service being sent by the Commission, the Contractors shall submit a proposal including the composition of the audit team, the experts’ curriculum vitae (maximum 3 pages) and a financial proposal.

The contracting authority has 10 working days to evaluate, accept or reject the offers and to notify the evaluation results to all the contractors.

The Commission will return, to the selected contractor, a signed order form for the requested services (in 3 copies) within 10 working days. The contractor will return two dated and signed copies, within 10 working days, which implies acceptance of the order form and of the execution conditions.
