Tools for Dialogue
In addition to financing projects submitted by civil society organisations, EuropeAid promotes the creation of innovative tools – designed especially for development experts via an extranet – to improve EU coordination with them.
Potential Applicant Data On-line Registration – a database set up in 2007 to help NGOs/civil society organisations and local authorities participate in specific Commission geographical and thematic programmes.
Thanks to PADOR, organisations responding to calls for project proposals need submit their information and supporting documents once only. PADOR also makes information about organisations seeking subsidies more readily available. As of April 2009, 10 000 organisations had registered.
Civil society helpdesk (CISOCH)
EuropeAid is setting up a helpdesk-CISOCH-to process information about and for civil society. It will be a one-stop shop for all questions on cooperation between EuropeAid and civil society – making our procedures, vocabulary, work methods, etc. easier to understand.
In keeping with the findings of an evaluation of EC aid channeled through civil society, the goal of this helpdesk is to offer a tool that will help users benefit from each other's experiences in cooperating with civil society and share best practice (procedures, handbooks, guidelines, etc.).
High-performance, Wiki-type software will help users find instant answers to their questions. Fact sheets – accessible with just a few clicks – will address a single concept/keyword, organised in portals for internal use (by Commission staff) or open to outside users (via secure access).
