DECIM
a space for donor coordination

The three pillars of DECIM are information, exchange and coordination. This joint European Union/World Bank programme was launched in 2007. It is implemented by agencies active in the development of civil society.

DECIM (Donor Exchange, Coordination and Information Mechanism) is a voluntary process of donor coordination. It is founded on the principles of transparency, information sharing and the search for effective synergy between participating agencies. The latter work to promote the development of civil society in the countries of central and eastern Europe, in the former Soviet Union, the Western Balkans, Turkey and in the countries of the Mediterranean and the Middle East.

DECIM has essentially four objectives:

  1. the sharing of information on operational programmes set in place by its participants;
  2. the support of common objectives intended to accelerate the development of civil society;
  3. the identification of shortcomings and potential synergies at the regional and sub-regional levels and involving other development players;
  4. the engagement of other development agencies and partners in the political dialogue on the development of civil society at the regional level.

DECIM is implemented by the programme's signatory organisations and is managed by the World Bank.

The programme is based on the concept of improved coordination of civil-society donors in the area of development as defined in the Paris Declaration of March 2005 relative to aid effectiveness.

DECIM's work began in January 2007. The following actions are part of the programme during its first year:

  • external evaluation of the process of civil-society donor coordination in the area of development;
  • finalisation of the action plans in the programmes for the five priority areas of the dialogue for development, a series of global distance-learning seminars;
  • the aid practice of civil-society development donors;
  • and the publishing of a dedicated website by the donors and the Canadian International Development Agency.
