ENPI-CBC Technical Assistance
The European Commission is providing technical support to the programmes, mainly by financing two special projects: RCBI and INTERACT.
Regional Capacity Building Initiative (RCBI)
The Commission has set up a special technical assistance scheme in order to support the participation of the partner countries in the preparation of the 2007-2013 ENPI CBC programmes. This technical assistance should not be confused with the 10% technical assistance which is an integral part of the ENPI CBC Programmes and which will be available only after the programme documents have been adopted by the Commission.
Since the beginning of 2007, technical assistance to all partner countries participating in the ENPI CBC (East and South) is provided by one common project: the RCBI (Regional Capacity Building Initiative), Phase II.
Regional cross border cooperation offers particular challenges, especially for people in the non-member states. RCBI is a project funded by the EU specifically to give practical support in the partner countries which currently participate in the ENPI CBC programmes.
Whether helping local officials develop projects in Murmansk, or giving information to potential applicants in Al Aqaba, RCBI aims to ensure the full, active and equal involvement of people in partner countries in the development, management and implementation of the ENPI CBC programmes. The RCBI project will phase out at the end of 2009.

INTERACT
Since the end of 2008, the INTERACT ENPI project provides a platform where all ENPI CBC stakeholders meet to share their expertise and good practices.
The INTERACT ENPI project is managed by the self-governing region of Bratislava in Slovakia. Two INTERACT ENPI points have been set up and are respectively hosted by the Ministry of Employment and Economy, in Turku, Finland and by the region of Tuscany in Florence, Italy. Turku and Florence are responsible for providing assistance to the CBC programmes. While RCBI specifically focuses on assistance to partner countries mainly at project level, INTERACT ENPI is set up to improve the management and the implementation of the ENPI CBC programmes. Both RCBI and INTERACT ENPI work closely with the Joint Managing Authorities and ensure regular co-ordination among themselves and the European Commission.
