Background

In May 2008, one of the key themes of the 5th EU-LAC Summit in Lima was “Sustainable Development: Environment, Climate Change and Energy” establishing climate change as a new area for regional cooperation. The European Commission responded with the approval of the EUROCLIMA programme, on the 18th of December 2009.

Considering the importance of the EUROCLIMA programme and the confirmed interest of the beneficiary countries, the European Commission decided in October 2012 to extend the programme into a second phase to continue and build on the achieved results, strengthening a process reinforcing resilience of the Latin American region to climate change and developing low-emission strategies.

The 1st EU-CELAC Summit that took place in January 2013 confirmed in the Santiago Declaration, that climate change is a key priority for the EU-LAC relations and welcomed the extension of the EUROCLIMA programme.
