Specific objectives of the second phase of the @LIS Programme

- Continue promoting and at the same time improve and extend the dialogue and applications on Information Society in Latin America

- Stimulate and support research intra Latin America and with Europe

- Support the homogenization and harmonization of regulatory processes, in the telecommunications sector in Latin America.

 

The activities of the programme have been organised around these three specific objectives: 

Action 1 - Political and regulatory dialogue

Continue promoting, and at the same time improve and extend the dialogue and applications on Information Society in Latin America. Pursue the strengthening of political, technical and social links with Europe in this area, contributing to a greater visibility of this issue on the Latin American political agendas, leading to more resources channelled to R&D and greater civil society participation in the generation of public policies.

Action 2 -Research networks

Stimulate and support research intra Latin America and with Europe. The Programme will sustain the continuity of RedCLARA, while it supports relations among the researchers and promotes joint projects. To this end it will look to: (i) provide a proper framework for the technical decisions and the subsequent investments in order to ensure compatibility between investments in technology and operational capabilities. (ii) Favour the long term network sustainability by pushing the adoption of recognized best practices, such as guaranteeing transparent acquisition procedures, strengthening CLARA’s internal democracy and institutional structure by sharing responsibilities among Members. Formalize operational objectives such as service levels. (iii) Allocate funds to promote and support key strategic applications that use RedCLARA. (iv) Identify actions to guide the strategic technology decisions. (v) Promote co-operation with the CKLN  network.

Action 3 - Network of Latin American regulators

Support the homogenization and harmonization of regulatory processes, in the telecommunications sector in Latin America. There is a broad consensus that an effective and stable regulatory framework is essential for the further development of the Information Society, and notably for strengthened competition for communication services and that consumers will enjoy lower prices and better services.
