EU development funding for Uruguay began in 1986 and aims mainly to strengthen social cohesion.
EU Aid programmes
In 2002-2006, the European Commission provided funds for:
- economic reform (45%)
- modernising the state (37%)
- social development (13%)

In 2007-2013, the EC foresees to provide €31M in funding for:
- social and regional cohesion (60%)
- innovation, research and economic development (40%)

The EC also finances action on human rights, food security, the environment, gender equality, decentralised cooperation, and co-finances projects with NGOs.
