EU development funding for Guatemala aims mainly to support the democratising and stabilising process begun with the 1996 peace agreements.
EU Aid programmes
In 2002-2006, the European Commission provided funds for:
- consolidating and modernising public administration, democratisation and protection of human rights (59%)
- eradicating poverty (30%)
- economic cooperation and consumer protection (11%)

In 2007-2013, the EC foresees to provide €135M in funding for:
- social cohesion and public safety (35%)
- economic growth and regional integration (65%)

The European Commission also finances action in Guatemala on human rights, food security, the environment, health, decentralised cooperation, help to refugees, and co-finances projects with NGOs.
