AMISOM

The African Union Mission in Somalia (AMISOM) was launched by the Peace and Security Council of the African Union, with the agreement of the United Nations, on 19 January 2007. The initial 6-month mandate has been extended several times: United Nations Security Council Resolution 2010 of 30 December 2011 authorised the deployment of AMISOM until 31st October 2012.

Mandate of the mission

The AMISOM mandate includes the protection to the Transitional Federal Institutions, the provision of security for key infrastructure; assistance with the implementation of the National Security and Stabilization Plan; and contribution to the necessary security conditions for the provision of humanitarian assistance

  • Around 10 000 peacekeepers from Burundi and Uganda are currently deployed with AMISOM, out of a total authorized strength of 17 731 mandated by the UN Security council on 22 February 2012 (UNSCR 2036 (2012)).

EU support to AMISOM

In March 2012, the EU allocated another € 67 million to support the mission, bringing the total amount of EU contribution to AMISOM through the Peace Facility to € 325 million. Costs covered by the EU contribution include: Allowances, operational running costs, transportation, medical expenses, housing, fuel, and communication equipment. Other costs of the mission are covered either by the United Nations or bilateral donors.

The APF's financial support to AMISOM is an integral part of the EU's comprehensive and long-term approach to support security and development efforts in Somalia. This approach is guided by the Strategic Framework for the Horn of Africa adopted by the European Council on 14 November 2011. It contains political, diplomatic, civilian, military, humanitarian, and development dimensions.

The support of the EC for the development of Somalia aims to support reconciliation efforts in order to restore peace and stability in Somalia in a sustainable way. The EC committed itself politically and financially to effectively contribute to the creation of a conducive environment to the peace process in Somalia and has adopted a support programme for Somalia worth € 215,4 million pdf - 45 KB [45 KB] . Through its Humanitarian Aid Department (ECHO), the EC provides substantial humanitarian aid to Somalia. The monitoring of EC aid to Somalia is mainly ensured by the Delegation of the EC to the Republic of Kenya.
