Financing for Development

Financing for Development promotes an integrated approach to development finance, including mobilising domestic and international resources for development, increasing trade capacity and investment, Official Development Assistance, innovative financing sources and mechanisms, aid and development effectiveness, debt sustainability, financing climate and biodiversity actions.

The international partnership

The international partnership between developed and developing countries to mobilise more financing for development to meet the Millennium Development Goals was set out in the 2002 Monterrey Consensus , and further elaborated at the Doha Follow-up International Conference on Financing for Development (the Doha Declaration 2008 )

EU Commitments

The EU and its Member States collectively provide more than half of global ODA. They have taken various commitments on all areas of financing for development, unlike most other donors. Some examples:

  • On ODA, the EU remains committed to increasing its support to developing countries to 0.7% of its GNI by 2015.
  • On Domestic resource mobilisation, the EU supports strengthening public financial management and tax systems in developing countries.
  • On Aid for Trade, the EU and its Member States exceeded already in 2008 their collective commitment to increase Trade Related Assistance to €2 billion.
  • On Aid effectiveness, the EU has led the global efforts to make all aid more effective.
  • On innovative financing sources and mechanisms, the EU and its Member States are pushing for more action, as demonstrated by the discussions on setting up a Financial Transaction Tax which would also indirectly support tackling global challenges or greater use of innovative mechanisms. This includes scaling up the use of mechanisms that leverage additional development finance, for example through blending grants and loans and greater use of risk-sharing mechanisms, as stressed in the Agenda for Change.

Annual EU Accountability Reports on Financing for Development

Details on EU progress towards these ambitious commitments can be found in the Annual EU Accountability report on Financing for Development. Since 2003, the EU has annually monitored its actions to support mobilising development finance. The Accountability report provides analysis of progress, on the basis of which the European Commission makes proposals for further action (Commission Communication). The Council and the European Council react to the proposals in their conclusions. The table below includes references to these documents.
