Freedom of speech and combatting hate speech in Israel

The objectives are to fortify the foundations of freedom of expression in Israel for all its citizens and residents and to combat hate speech, through:

  1. Protecting and strengthening freedom of speech of individuals and groups voicing dissenting views in the public sphere.
  2. Increasing enforcement against hate speech directed towards minorities and those expressing dissenting views through, inter alia, giving decision makers, CSOs and the public tools to distinguish protected speech from hate speech.
