IT systems used by Governments for budget management, accounting and more generally for financial transactions are generically designated as IntegratedFinancial Management Information Systems (IFMIS).
High expectations with these systems have translated into major public financial managementreforms, often inspired by private sector practices.
Unfortunately investments in IT systems in developed and developing countries have not yielded the expected benefits and often resulted in failures and public discontent.
