The EU in Paris and Accra
The third High Level Forum on Aid Effectiveness was held in Accra, Ghana from September 2-4, 2008. Its aim was to build on the work of the two previous meetings and to accelerate the momentum of change.

Paris Declaration on aid effectiveness
The Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and development (OECD) launched the Paris Declaration on aid effectiveness in 2005, an international agreement to which over hundred signatories committed their countries and organisations to increase efforts in ownership, alignment, harmonisation, mutual accountability and managing aid for development results with a set of monitorable actions and indicators.
Together, they set the baseline for the indicators through a survey in 2006 and agreed to measure progress mid-way in 2008 and again in 2011
Shaping the Accra Agenda for Action
The European Commission played a leading role in the preparation and adoption of key priorities included in the Accra Agenda for Action (AAA) to be achieved by 2010.
Prior to and leading up to the High Level Forum in Accra, EuropeAid actively promoted:
• A robust 2008 Survey of the Paris Declaration.
• A stronger role and agenda for partner countries.
• Facilitated, with other donors, a global programme to bring on board civil society organisations who thus far had not been included in the DAC's aid effectiveness programme.
