Horizontal framework contracts are put in place by EuropeAid Cooperation Office to facilitate the implementation of the external aid. General information and guidelines on various framework contracts, information on the framework contractors per lot and standard documents can be found below.
Framework contracts are empty shells with no financial value in themselves. Only specific contracts based on framework contracts are preceded by a budgetary commitment.
EuropeAid has put in place some multiple (i.e. with several providers) framework contracts with reopening of competition in order to facilitate the implementation of the External Aid.

The framework contract BENEF 2013 provides short-term technical assistance assignments covering the entire range of project cycle operations (with the exception of programmes financial audits) in the exclusive interest of the beneficiary countries or in the interest of the European Commission together with third countries.
The Framework Contract COM 2015 is an instrument for recruiting expertise / logistics within 3 lots for activities in the interest of the European Commission.
The Audit Framework Contract 2014 provides services by professional firms for auditing programmes and projects of external aid for development financed by the EDF and the EU Budget. The audits can also cover contributions of the EU to international organisations in the context of development aid.

The framework contract FWC COM 2011 was valid from 15/01/2011 to 31/12/2015. It is no longer possible and authorised to sign specific contracts under FWC COM 2011.
