CHECK-LIST FOR EVALUATORS


Questions Answer
Preparation and design  
Was the analysis scope clearly focused (on a country, region, sector(s), etc.)?  
Does the analysys of the documents and preliminary interviews enable the identification of various groups (such as strategy designers, managers, beneficiaries) whose points of views have been taken into account throughout the analysys.  
Does the methodology include a selection grid for the participants?  
Implementation  
Did the participants constitute a representative group of the various points of view encountered in the topic under study?  
Was the information collected thoroughly?  
Is the collected information biased (due for example, to the influence of a group over another restraining freedom of speech)?  
Was the information ranked and synthesised in the presence of the participants?  
Does the report give details about the implementation and limitations of the methodology?  
Is the reading of the SWOT grid straightforward?  
Is the distinction between internal and external factors clearly drawn?  
Does SWOT analysis enable the evaluator to answer the evaluation questions?  
Is the information collected in the analysys similar to that collected by other means?
