In a breaking development, the EU has recently released over 7 billion euro for research and innovation. The funding is managed by the European Commission and targets a wide variety of over 16,000 recipients with special attention given to small and medium sized enterprises. More details can be found in this month’s News in Brief section.
Other news items include the launch of a public consultation on access to, and preservation of, digital scientific information; a new EC objective to drive new research jobs; the opening of nominations for the 2011 AAAS Philip Hauge Abelson Award; a testimonial before the US Senate on “the Entrepreneur’s Dillemma” from the Kauffman Foundation’s Vice President of Entrepreneurship; a critical look at the US federal funding system for research and development; and the release of a report from the Information Technology and Innovation Foundation measuring US and EU innovation and competitiveness.

NEWS IN BRIEF
EU Releases 7 Billion Euro for Research and Innovation
Universities, research organizations and industry appear among more than 16,000 funding recipients with special attention given to small and medium sized enterprises.
"Today, Europe is again showing its commitment to putting research and innovation at the top of the political agenda for growth and jobs," announced Máire Geoghegan-Quinn, Commissioner for Research, Innovation and Science. "EU-wide competition for these funds will bring Europe's best researchers and innovators together to tackle the biggest issues of our time, such as energy, food security, climate change and our aging population."
The funds will be released under the EU's 7th Framework Program for Research, which has a total budget of 53 billion euro for 2007-2013. It is expected to generate 174,000 jobs in the short term and nearly 450,000 in the long term. The majority of the calls for proposal were published on July 20. Many of the calls will be open to U.S. participants.
Scientific Information in the Digital Age: Public Consultation
European researchers, engineers and entrepreneurs must have easy and fast access to scientific information, to compete on an equal footing with their counterparts across the world. Scientists, research funding organisations, universities, and other interested parties are invited to send their contributions on how to improve this access. The consultation will run until 9 September 2011.

New EU Prize for Women Innovators
The aim of this new prize is to raise public awareness of the needs for more innovation and especially more women entrepreneurs in research and industry. The three winners will be selected by an independent panel of judges from business and academia. The first prize winner will receive € 100 000, with €50 000 and €25 000 going to the second and third prize winners.

Call for Nominations: The 2011 AAAS Philip Hauge Abelson Award
The Award is awarded annually either to:
- A public servant, in recognition of sustained exceptional contributions to advancing science, or
- A scientist, whose career has been distinguished both for scientific achievement and for other notable services to the scientific community.
This annual award was established in 1985 by the AAAS Board of Directors and consists of a plaque and an honorarium of $5,000. The winner is selected by a five-member judging panel. The 2011 Philip Hauge Abelson Award will be presented at the AAAS Annual Meeting in Vancouver, BC, February 16-20, 2012.
Recipients of the Award
The 2010 recipient of the Abelson Award was Rush D. Holt, Member, U.S. House of Representatives, representing the 12th Congressional District of New Jersey. Dr. Holt was selected on the basis of his strong and sustained support of science and engineering and of their responsible use in addressing major societal concerns, both as a scientist and as a leading member of Congress. Kauffman Foundation Brings Entrepreneurs' Voice to Washington
His remarks centered on capital access to start-up and scale businesses in the United States, and included the following testimonial:
I would invite members of the committee this morning to put yourselves in the shoes of a founder of a new firm in the United States; this is perhaps one job more exciting than being a United States Senator. As a promising entrepreneur, your business concept solves a problem, fills a customer need, and fulfills what the market demands. However, starting any new enterprise requires capital. The investment period every business experiences until it reaches cash flow breakeven, a concept termed the "J-curve," is a perennial issue to any start-up.
A Critical Look at the U.S. Federal Research and Development Funding System
As a new Congress begins to deal with the U.S. federal budget, the report reviews the budget setting process in the United States as it applies to research and development (R&D). It describes the federal R&D budget process as a complex, often confusing, procedure characterized by a series of lengthy and frequently contentious negotiations between Congress, the Executive Office of the President, and numerous cabinet-level departments and federal agencies, all attempting to respond to an abundance of expectations and conflicting demands. The report's main focus is on the parts of the federal budget that deal with science and technology R&D funding in particular. U.S. and EU Innovation and Competitiveness Measured
Information Technology and Innovation Foundation (ITIF) president Robert Atkinson said July 19 at the release of Atlantic Century II: Benchmarking EU and US Innovation and Competitiveness.
Produced by ITIF with support from the European-American Business Council (EABC), the 48-page report updates a 2009 one of the same title that compared the US to about 40 nations on 16 key indicators of innovation-based competitiveness, from numbers of scientists and engineers to corporate and government R&D spending and venture capital funding to productivity and trade performance.
While the 2009 ITIF report was cited by many US public and private sector leaders and acted as a wake up call on the nation’s long-term competitiveness, the 2011 report finds the US continues to face an urgent need to improve its innovation-based competitiveness if it’s to achieve a robust economic recovery. The US has made little or no progress. Of the 44 countries and regions surveyed, the US is not #1, but #4, behind Singapore, Finland and Sweden, and held the same ranking in the 2009 assessment. But of greater concern, authors Atkinson and Scott Andes add, is the US continues to rank at the bottom, second only to Italy, on progress toward improving its innovation capacity and competitiveness over the last decade.
The good news in Atlantic Century II is that the US still has strengths among its states. The new report measures each of the 50 states against the foreign countries and regions and finds that Massachusetts, California, Connecticut, New Jersey, Washington, Delaware, Maryland, Colorado, and New Hampshire would be ranked #1 in innovation-based competitiveness if they were their own countries.
The report’s authors urge the US to strive to be a Massachusetts or a Singapore and adopt a strategic innovation and competitiveness policy domestically while at the same time working closely with the EU to stem the growth of ‘innovation mercantilism’ among many other nations.
Additions to the 2011 report are Argentina, Chile, Indonesia, Malaysia, South Africa and Turkey, while Malta and Luxembourg have been omitted.
Other findings in the report are that: Portugal, while plagued with debt, had the highest rate of improvement since 2009; China had the largest growth in ease of doing business; India boosted foreign direct investment flows 378% from 1999-2009; US leads Europe in broadband quality and subscription rates; US ranks #1 for GDP per worker; US effective corporate tax rate is 35th highest out of 40; of the 89 countries and states studied, only Massachusetts commits over 5% of domestic product to corporate R&D; and South Korea leads the world in college-aged citizens with tertiary degrees. French BioBeach Welcomes the Visit of Tara Oceans, San Diego, CA, October 2011

FUNDING OPPORTUNITIES AND FELLOWSHIPS
Croatia: Croatian Science Foundation Brain Gain Installation Grants
and rapidly establish a reputation in the European scientific community, this program is open to Croatian and foreign researchers with two to five years of postdoctoral experience in Croatia or abroad with proved institutional support. Successful applicants will receive from up to 350.000,00 Kuna annually (around 46.000 Euros), for three years. Within biomedicine, natural, technological and biotechnical sciences candidates may receive up to 350.000,00 Kuna annually and within social sciences and humanities up to 250.000,00 Kuna (around 33.000 Euros) annually. Application deadline is 28 October, 2011.

Croatia: Croatian Science Foundation Brain Gain Postdoc Grants
this program offers Croatian postdoctoral students from Croatian research institutions as well as foreign postdoctoral students coming to Croatia in order to carry out research projects personal grants for research stays lasting from three to twelve months. The monthly budget per grant is 9.750,00 Kuna, i.e. around 1300 Euros. The call is open until October 2011. Find out more on the Croatian Science Foundation website.
Croatia: Croatian Science Foundation Fellowships for Doctoral Students
this fellowship scheme provides personal grants for research stays lasting from three to twelve months of 7.500 Kuna per month (around 1000 Euros) to both Croatian and foreign doctoral students carrying out a research
project within an accredited doctoral study program in Croatia. This call for proposal is open until October 2011. Access further details on the Croatian Science Foundation website.
ERC Starting Grant: Funding for Early-Career Top Researchers from Anywhere in the World
Open to all fields of research, including Social Sciences and Humanities, it will help emerging talent to pursue innovative ideas at the frontiers of knowledge. The total budget for this call amounts to €730 million, which is an increase of just over 10% from last year. The call will fund 500 to 600 researchers.
The ERC Starting Grant scheme helps filling Europe's funding deficit for the best up-and- coming researchers and enables them to get early scientific and professional independence. With up to €2 million per grant for up to five years, the scheme targets researchers having between two to twelve years of post-doctoral experience. The only selection criterion is scientific excellence. To date, 1,300 scientists have been awarded Starting Grants, including some coming from outside Europe. ERC grants are indeed one of the main EU instruments to address the "brain drain" and to attract and retain the best researchers of any nationality.
Proposals have to be submitted via a Host Institution (university, public or private research centre), based in one of the 27 EU Members State or one of the 13 countries associated to the seventh EU Framework Program for Research. The selection of proposals is performed by highly recognized international peer review panels, including scientists from all over the world. Last year, the success rate of Starting Grants proposals was around 15%.

Estonia: Estonian Science Fund Mobilitas Program
Through the researcher mobility program Mobilitas, postdoctoral researchers and top researchers can apply for a grant to carry out a research in Estonia or abroad.
The program Mobilitas will last for eight years (2008-2015), with the total budget of 20.3 million Euros, of which up to 85% is granted by the European Social Fund. The target group comprises top researchers who come from abroad to work in an Estonian R&D institution to create their own research group and do research in the first priority area of the Estonian Research and Development and Innovation Strategy 2007-2013 (information and communication technology, material technology, biotechnology, energy, environment technology, and health), and postdoctoral researchers who come from abroad to work
in an Estonian R&D institution. It is also possible to be awarded a grant for going from Estonia to a R&D institution of a foreign state as well as an inter-Estonian grant. The duration of the top researcher grant is no less than 3 years while the duration of the postdoctoral grant is 2 or 3 years. Grant application has to be submitted electronically via the Estonian Research Portal (ETIS) by 15 September, 2011. More details available here.
European University Institute Jean Monnet Postdoctoral Fellowships
The basic stipend is € 2,000 per month. The professorship is awarded for a period of one or two years for the selected researchers to conduct research at the Robert Schuman Centre for Advanced Studies (RSCAS) of the European University Institute located in Italy. Deadline for submitting application is 25 October, 2011.

European University Institute Max Weber Fellowship
and hosted by the European University Institute in Florence where the research community of professors,
researchers and fellows provides an excellent environment for the Program. The Program, open to all nationalities, is designed for junior post-docs who have received a doctorate in economics, law, history, social and political sciences, or a related field, within the last 5 years and who want to advance in their research and academic training, in an active multidisciplinary environment before entering the international job market, or in the early stages of their academic careers.
The Max Weber Program offers 1- and 2-year fellowships. Two year fellowships involve additional academic activities in the EUI departments, such as limited graduate teaching. The annual deadline for applications for these Max Weber Fellowships is 25 October but please note that, after 25 October 2011 and up to 25 March 2012, applications for self-funded fellowships are considered on a first-come basis for as long as there is capacity in the Max Weber Program. European University Institute Fernand Braudel Senior Fellowships
Fellowships last for up to ten months in one of the EUI's four Departments which in turn invite fellows to participate in departmental activities (seminars, workshops, colloquia, etc.). The annual deadlines for applications are 30 March and 30 September, but the Department of Law considers applications only for the 30 March deadline. More details on the EUI website.
Germany: New Scholarship Programs at Freie Universität Berlin
This is the first call for application for the two new research fellowship programs, called “COFUND” and “POINT”, established by the Dahlem Research School at Freie
Universitaet Berlin. The purpose of both programs is to reinforce the international dimension of junior researchers by supporting highly-qualified postdocs from abroad. The program COFUND is co-funded by the Marie Curie CoFund program of the European Commission. Fellowship holders will be able to carry out their own research project in one of Freie Universitaet’s Excellence Programs. For this purpose, Dahlem Research School offers a number of Postdoctoral Research Fellowships. Starting in January 2012, each research fellowship is awarded for fifteen months. The second new research fellowship program launched by Dahlem Research School at Freie Universitaet Berlin is called “POINT”, which stands for Postdoc
International. Dahlem Research School offers 5 Postdoctoral Fellowships. Starting in November 2011, each research fellowship is awarded for twelve-months to support postdocs conducting research on one of the topics open for application of Freie Universitat’s Research Focus Areas.
Application deadline for both programs is 31 August 2011.

Germany: Volkswagen Foundation Lichtenberg Professorship
and who would now like to advance their field further, the offer is also open to scholars who obtained their PhD several years ago and who meet even higher demands regarding their personal qualifications and the focus of research in the framework of the professorship. Candidates for these professorships should preferably be returning or coming to Germany from abroad. Initially, a five-year period of funding is envisaged (can be prolonged to reach up to 8 years) with an amount of €0.8 to €1.5m per professorship. The deadline for application is 1 November, 2011.

Kauffman Foundation Accepting Proposals for Entrepreneurship Dissertation Fellowship Grants
The Kauffman Foundation will award up to fifteen Dissertation Fellowship grants of $20,000 each to Ph.D., D.B.A., or other doctoral students for the support of dissertations in the area of entrepreneurship. Since its establishment in 2003, the Kauffman Dissertation Fellowship Program has awarded fellowships to 123 world-class scholars.
Slovakia: National Scholarship Program - Scholarships for Foreign Students, PhD Students, University Teachers and Researchers
The monthly scholarship varies according to the different type of beneficiaries as follows:
- University students: 280 euro
- PhD student: 480 euro
- Researcher without PhD degree and less than 4 years work experience: 670 euro
- Researcher with PhD degree or more than 4 years work experience: 850 euro
- Researcher with PhD degree and at least 10 years work experience: 1000 euro

UK: STFC Ernest Rutherford Fellowship
The Ernest Rutherford Fellowship scheme was announced on 29 March 2011. The Fellowships will enable early career
researchers with clear leadership potential to establish a strong, independent research
program. They will encourage talented researchers in UK universities to remain in the country and at the same time attract outstanding overseas researchers to the UK. This new scheme replaces and builds on STFC's Advanced Fellowship program. Each Fellowship will last for five years, with 12 being offered annually. Fellows will receive support for their salary and be able
to bid for significant additional funds to support their research. Proposals must be submitted by 12 October 2011. More details available here.
USA: Startup Open Announces Top Prizes, Including Trip to Liverpool for Global Entrepreneurship Congress and Mentoring Program with Redbox Founder
Startup Open aims to answer a question plaguing economists, investors and Main Street alike: Who are the next generation of entrepreneurs that will grow to become tomorrow's Google, Apple, or Facebook? Startup Open is a competition that recognizes the "GEW 50," a group of 50 companies deemed to have the greatest chance of growing into game-changing firms that will move markets and create jobs.
Startup Open has announced its top honors and prizes, which will be awarded during Global Entrepreneurship Week (GEW) 2011. One winner will receive an all-expenses paid trip and VIP delegate credentials to participate in Liverpool's Global Entrepreneurship Congress in March, 2012. The Congress will bring together entrepreneurs, investors, global leaders, and startup champions from more than 100 countries. While there, the Startup Open winner will have the opportunity to showcase its business plan on a global scale, gain valuable insight from successful and experienced entrepreneurs, and network with world leaders, economists, and other experts.
A second Startup Open winner will receive one year of mentoring from Redbox founding members and serial entrepreneurs Michael DeLazzer and Biju Kulathaka, courtesy of the Entrepreneurs' Organization (EO). The program will include a trip to DeLazzer's home in Marco Island, Fla., where the winner's business plan will be scrutinized and market opportunities will be identified.
Select startups from those named to the "GEW 50" will be invited to participate in Start-Up Chile, a groundbreaking program that attracts world-class, early-stage entrepreneurs from around the world and gets them to start their firms in Chile. Participating startups will receive $40,000 in equity-free, seed capital and a one-year work visa in Chile, along with access to the most potent social and capital networks in the country.

New FP7 Calls Targeting Research Cooperation Between EU and U.S.
With the key objective of strengthening competitiveness, this year’s calls make available nearly 7 billion Euro for joint research projects covering a vast range of scientific disciplines, public policy areas and commercial sectors. This funding shall contribute to advance scientific boundaries, increase European competitiveness and help solve global societal challenges such as climate change, energy and food security, health and an ageing population.
The Seventh EU Framework Program is open to organizations from outside Europe, and this year’s calls for proposals have a particular focus on stimulating cooperation with the U.S. Currently open FP7 calls (filtered by research themes) specifically targeting research cooperation between EU and the U.S. can be found here
