Marie Curie Action COFUND Andalucía Talent Hub Fellowships – Cofund 291780

The Andalucía Talent Hub Fellowship Programme offers two-year fixed term contracts in excellent conditions, in prestigious research institutions and connected to the powerful network of the Campuses of International Excellence based in Andalusia.
Campuses of International Excellence based in Andalusia: Andalucía Tech, CEIBiotic, CEIMar, ceiA3, CEI CamBio and PatrimoniUN10.
The program includes outgoing and incoming mobility schemes: Outgoing mobility fellowships allow experienced researchers, residents of EU Member States or Associated Countries, to work between 12 and 18 months in their selected host institution abroad, and then spend a period of between 6 and 12 months in their selected research institution associated to a Campus of International Excellence of Andalucía that is registered as Agent of the Andalusian Knowledge System, completing their return phase in the contracting entity.
Incoming mobility fellowships allow experienced researchers, non-residents of Spain, to carry out their research for 24 months based in their selected research institution associated to a Campus of International Excellence in Andalucía that is registered as Agent of the Andalusian Knowledge System, acting as host institution and contracting entity.
Candidates for both mobility schemes are responsible for securing a research institution aggregated in a Campus of International Excellence of Andalucía and/or a foreign destination centre to host their research activities. This is a requirement to be fulfilled before the deadline for submitting information during the application process.
The objective of the Andalucía Talent Hub Fellowship Programme is to support the training of experienced researchers and help them in their career development with opportunities of mobility and complete freedom of choice of their research field, while they remain connected to the ERA through work contracts with the research institutions aggregated in Campuses of International Excellence based in Andalusia.
The results of their research should lead to significant improvements in technology transfer, innovation and entrepreneurship; and desirably, in the productivity and sustainable development of Europe through the modernisation of its SMEs and traditional manufacturing industries, an issue of particular relevance in Andalucía, Spain, whose Regional Government will co-fund this project.

Eligibility criteria

To be eligible for the Andalucía Talent Hub Fellowship candidates must comply with the following requisites:
a) Doctorate holder: Hold a PhD degree obtained within 10 years before the deadline of Applications of the Call. Situations such as temporary disability, maternity leave, adoption or foster care may interrupt and must be credited and demonstrated by providing supporting documentation. These periods entail the corresponding extension in the previous accounting period of time from the date of obtaining the doctorate.
b) Mobility: At the deadline of Applications of the Call, the candidate must be:
a) Non-resident of the country where the Research Project will take place, unless being resident in Spain in the frame of a return phase of an outgoing mobility scheme.
b) Researchers must not have resided or carried out their main activity (work, studies, etc.) in the country of their host institution for more than 12 months in the 3 years immediately prior to the reference date
c) For the outgoing mobility scheme, be resident of EU Member State or Associated Country
c) Being admitted to a reputed host institution to carry out a research project. (Annex III)
d) Candidates are responsible for securing a commitment with a contracting entity associated to a Campus of International Excellence of Andalucía that is registered as Agent of the Andalusian Knowledge System to oversee their research activities during the whole 24 months period. (Annex IV)
For the incoming mobility scheme, the host institution and contracting entity are the same.
Apart from this, in order to be eligible, applications must be completed, including all requested information, documents and references and be presented before the deadline.

Selection process

As general rules applying to the evaluation process, candidates will not be penalised for any career breaks, mobility will be individual driven, and an equal opportunities policy will apply at all levels according to the non-discrimination principle. Researches will not be discriminated in any way on the basis of age, ethnic, national or social origin, religion or belief, sexual orientation, disability, political opinion or economic condition. These principles will be enforced in the call, and will be required as conditions to be met by the destination research centres chosen by awardees. Applications will be evaluated on a 100 percentage point's basis, looking at the academic and professional profile of the candidates, appropriateness of the intended destinations, and potential impact of the programme of work, measured by: Candidate profile (40%), Destination (30%), Impact (30%). Complying with the FP7 Marie Curie Grant Agreement, researchers will be selected following an open, transparent, impartial and equitable selection process.

All the eligible candidates will be marked. All candidates who have obtained at least 50% of the points in each three evaluation criteria (candidate profile, destination and impact) will be ranked.
Three experts will independently evaluate each written research proposal against the evaluation criteria. The experts may not be of the same nationality. If scores given by experts are spread by more than 10% of the maximum score (100) one more expert will review the application. The final score will be the average of the three or four scores given. The Committee can request the intervention of further experts if spread is still significant.
Personal or telephone interviews may take place. The goal of the interviews will be to verify the candidate’s fit with the evaluation criteria: their profile, the reasoning behind their selection of destination centers and mobility scheme, and the potential impact of their research for the ERA. The interview will therefore help to adjust the marking during the evaluation process.
All experts will be informed about their obligation to adhere to The Code of Conduct for the recruitment of researchers and follow the principles that will ensure the selection is made with all the guarantees of transparency and fairness in the way merit is judged.
