the object of this research is to provide a comprehensive analysis of the experience gained through many smart-metering projects at European and extra-European level, by pointing out the relationships among the several actors and influencers in the smart-metering environment. Data and financial analyses on smart-metering economics shall start from the collected information on smart-metering projects across Europe. Thus, identifying: capital expenditures, operational expenditures, savings, return of investment and internal rate of return; attention shall be paid also to beneficiaries and benefits. The framework of the work shall be consistent with the application of economic instruments and theory as well as quantitative analysis (choice among possible analyses should be driven by the nature of the data) to provide recommendations to both private and public stakeholders.
