The program purpose is to individuate a list of parameters made of the ones objectively predictable. These parameters will make part of an abacus that might enter in protocols of architectural interventions for the promotion of quality. The abacus consists in a catalogue of formal and architectural requirements, to include in the tenders and the programs for the promotion of quality in construction but also to use as supplementary evaluation-criteria for architecture.

Who drives architectural interventions in our cities has to handle two aspects: on the one hand the process regarding democracy, because it actuates a procedure objectively predictable within the results and guarantees an equal judgment of all participants to the tender. On the other hand the tender organization operates as a part of a market which cannot be independent from the claim for living on the part of the citizens, but it cannot abandon the economic sustainability on the part of the acting ones
