Making a complaint

Anyone may lodge a complaint with the Commission against a Member State for any measure (law, regulation or administrative action) or practice attributable to a Member State which they consider incompatible with a provision or a principle of EU law.

You can use this complaint form, although it is not compulsory [< 74 KB].

You can also send us a letter or e-mail, making sure you include as many relevant details as possible. However, unnecessary personal information should not be included.

The downloadable complaint form above can be send back by ordinary mail to:

Or simply deliver at one of the Commission's representative offices in any Member State.

For your complaint to be registered, it must concern a specific breach of EU law by a Member State.
