Co-operating counties


In Estonia, the Lääne-Harju municipal authorities are stepping up co-operation to help boost regional development

The western region of Harju county in Estonia is launching a development and training project to boost the quality and capacities of local administrations. Eight urban and five rural municipalities are taking part, led by the Harju County Entrepreneurship and Development consultancy. The aim is to boost the balanced and sustainable development of the region through seeking added-value co-operation and joint service delivery. After an initial needs analysis, an operational programme will be set up to guide partnership projects, including consolidated administrative functions, joint ventures and possible mergers of services. Officials will receive training in relevant fields, such as change management and team building. The project is jointly funded by the ESF and the municipalities involved.
