Seminar on “Moving towards independent living and community-based care – EU funding instruments to support the development of community-based services for homeless people”, 6 December 2018 in Vienna, Austria

The Seminar aimed to improve the capacity of actors at local, regional and national level to develop measures supporting the transition from institutional to community-based care for homeless people and other groups at risk of poverty and social exclusion, using EU funding instruments. The Seminar also envisaged to improve the understanding of the European Commission and other stakeholders of the progress towards deinstitutionalisation and the main challenges in the homeless sector in Austria. The participants were invited to identify and exchange information on practical examples on implementing the Common European Guidelines on the Transition from Institutional to Community-based Care, relevant for supporting homeless people, using European Structural and investment funds (ESIF) and other EU funding instruments.

The European Commission Directorate-General for Employment, Social Affairs and Inclusion and the Austrian Federal Ministry of Labour, Social Affairs, Health and Consumer Protection in the framework of the Austrian Presidency of the Council of the European Union hosted the Capacity-building Seminar, which brought together government representatives from the national and the regional level, independent experts, service providers as well as representatives from civil society.
