Mutual learning

Peer Reviews and other Mutual Learning Processes are important tools for raising awareness and enhancing the capacity of stakeholders at all levels in the areas of employment social affairs and inclusion.

In this frame, five national capacity-building events and one European event on the transition from institutional to community-based care and independent living are being organised between December 2018 and June 2019 in different Member States to enhance mutual learning by:

  • Improving the understanding of the European Commission and other stakeholders of the progress towards deinstitutionalisation and the main challenges;
  • Identifying and exchanging information on practical examples on implementing the Common European Guidelines on the Transition from Institutional to Community-based Care, using ESIF and other EU funding;
  • Improving the capacity at local, regional and national level to develop measures supporting the transition from institutional to community-based care, using EU funding instruments; and
  • Supporting the capacity of people with support needs, especially those that are most marginalised, to take part in designing support and services in the community.

The support service for Mutual Learning events in the fields of employment, social affairs and inclusion is provided by ICF on behalf of the European Commission. For any questions on the capacity-building events on the transition from institutional to community-based care and independent living, please contact EMPL-F1-UNIT@ec.europa.eu.
