The Blueprint to Safeguard Europe's Water Resources aims to tackle the obstacles which hamper action to safeguard Europe's water resources and is based on an extensive evaluation of the existing policy. One of the Blueprint's pillars is the Commission assessment of the Member States River Basin Management Plans (RBMPs) in the 3rd Implementation Report of the Water Framework Directive. It has a strong groundwater component as it assesses the whole water management cycle focusing especially on groundwater monitoring, groundwater status assessment and measure related to groundwater protection.
The Blueprint also presents a bulk of background information, one of the related documents is the In-depth assessment of the differences in groundwater threshold values established by Member States.
According to Article 3.5 of the new Groundwater Directive, groundwater quality standards (called "threshold values") were established by Member States by the end of 2008. The Commission has prepared a report and a Commission staff working document on the establishment of these national standards that is a first important step of the implementation of the Directive.
