Reporting on implementation of waste legislation

Member States have various reporting obligations concerning implementation of waste legislation. The two main types of reports include:

  • Reporting on targets: annual (or bi-annual) reporting on the achievement of various targets for waste collection, re-use, recycling and / or recovery. These reports cover waste streams such as packaging waste, waste electrical and electronic equipment, end-of-life vehicles, waste batteries and accumulators, household and similar waste, and construction & demolition waste.   • Implementation Reports: these three-annual reports are based on questionnaires established in Commission Decisions together with the Member States (see the list under "Legislation – Implementation Questionnaires" below), and cover the main aspects of implementation of waste legislation. Based on information reported by the Member States, the Commission prepares its own Implementation Report summarizing the state of implementation of waste legislation in the EU (see section: "Commission Implementation Reports" below). How to report and to whom?

There are two ways of reporting:

  • Reporting on targets: These reports are sent directly to Eurostat, typically 18 months after the end of the given reporting period. The deadlines for reporting are laid down in each Directive. Member States are invited to send their reports via a dedicated eDamis website. More information about this type of reporting can be found here.

  • Implementation Reports: These reports are to be sent directly to the Commission's DG Environment. Member States are invited to use the questionnaires published under "Legislation - Implementation Questionnaires" and send the reports in an electronic format (Word document) to the following functional mailbox: ENV-WASTE-IMPLEMENTATION-REPORTS@EC.EUROPA.EU. Any questions concerning reporting can be addressed to the same mailbox.
