Every
year, end of life vehicles generate between 8 and 9 million tonnes
of waste in the Community which should be managed correctly.
In 1997, the European Commission adopted a Proposal for a Directive
which aims at making vehicle dismantling and recycling more environmentally
friendly, sets clear quantified targets for reuse, recycling and
recovery of vehicles and their components and pushes producers to
manufacture new vehicles also with a view to their recyclability.
This legislation was officially adopted by the EP and Council in September 2000 and was published in Official Journal L269 on 21st October (Directive 2000/53/EC - the "ELV Directive").

Adaptation of Annex II to technical and scientific progress
The Commission services are running an adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. In this context, the Öko-Institut e.V. carried out, on behalf of the European Commission, the evaluation of the exemption number 8(i) contained in Annex II. In that context, a public online consultation was carried out by the Öko-Institut e.V. from 14 July 2011 to 9 September 2011. The final report by Öko-Institut e.V. can be found here.

The Commission adopted a Report on the implementation of Directive 2000/53/EC on End-Of-Life Vehicles for the period 2005-2008.
Fourth and fifth adaptations of Annex II to technical and scientific progress
The Commission services have run the fourth adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC which is now finalised. In this context, the Öko-Institut e.V. has carried out, on behalf of the European Commission, the evaluation of the exemptions contained in Annex II. All non-confidential information provided by the Stakeholders in relation to this subject as well as project reports can be found here. This stakeholder consultation is closed.
A first public consultation has been carried out by the Öko-Institut e.V. from 26 January 2009 to 9 March 2009. Because of the urgency to assess entries 8a and 8b of this matter, the public stakeholders' consultation was open for 6 weeks instead of 8 weeks. This stakeholder consultation is closed.
A second stakeholder consultation has been carried out from 8 June 2009 to 3 August 2009 (8 weeks). This second consultation covered two new ELV exemption requests as well as the evaluation of 10 already existing ELV exemptions (numbered in the third adaptation as 1, 2c, 3, 4b, 5, 6, 10, 13, 14a, 14b). A third stakeholder consultation has been carried out from 8 June 2009 to 3 August 2009 (8 weeks). This third consultation covered a new RoHS exemption request. The Commission adopted a Report on the implementation of Directive 2000/53/EC on End-Of-Life Vehicles for the period 2002-2005.

Third adaptation of Annex II to technical and scientific progress
The Commission adopted a Report on the targets contained in Article 7(2)(b) of Directive 2000/53/EC on end-of-life vehicles ("2015 targets"). The Report was based on the Impact Assessment prepared by the Commission services.

Events in 2005
In the beginning of 2005, the Commission services
have invited interested stakeholders to participate in a Stakeholder
Working Group on the review of 2015-targets on reuse, recycling and recovery of end-of-life vehicles (Article
7 (2) (b) of the ELV Directive). Some additional information

On 4 November 2005, the Stakeholder Working Group has released
its final
report presenting the conclusions of its work.

vehicles (spare parts) Commission Decision 2005/437/EC repealing Decision 2005/63/EC amending Annex II to Directive 2000/53/EC of the European Parliament and of the Council on end-of-life vehicles (spare parts). Commission Decision 2005/63/EC had to be repealed for formal reasons, in order to respect the European Parliament’s scrutiny right.
