  • 9th adaptation of Annex II to technical and scientific progress (2018)
    The Commission services are running the ninth stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. In this context, Oeko-Institut e.V. and Fraunhofer IZM are conducting, on behalf of the European Commission, the evaluation of the following exemptions:
    Exemption 8(e): "Lead in high melting temperature type solders (i.e. lead-based alloys containing 85 % by weight or more lead)"
    Exemption 8(f)(b): "Lead in compliant pin connector systems other than the mating area of vehicle harness connectors"
    Exemption 8(g): “Lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit flip chip packages"
    Exemption 8(j): “Lead in solders for soldering of laminated glazing”
    Exemption 14: “As an anti-corrosion agent of the carbon steel cooling system in absorption refrigerators in motor caravans up to 0,75 weight — % in the cooling solution except where the use of other cooling technologies is practicable (i.e. available on the market for the application in motor caravans) and does not lead to negative environmental, health and/or consumer safety impacts”
     This stakeholder consultation runs for four weeks from 29.05.2018 to 26.06.2018 and covers the renewal of the five exemptions .

    The consultation on Exemption 8(e), Exemption 8(f)(b), Exemption 8(g), and Exemption 14 has been extended by an additional 4 weeks to allow stakeholders additional time to prepare and submit their contributions. This consultation shall end on 24.07.2018

  • Compliance Promotion Initiative to assess the implementation of Directive 2000/53/EC on end-of life vehicles (the ELV Directive) with emphasis on the end-of life vehicles of unknown whereabouts (2016/2017)

    The Commission is assisted by Oeko-Institut with the cooperation of Argus Statistik und Informationssysteme in Umwelt und Gesundheit GmbH as well as ICEDD - Institut de Conseil et d'Etudes en Developpement Durable and Resources and Waste Advisory Group (RWA) as subcontractors.
    A public stakeholders' consultation to identify measures to improve the implementation of certain aspects of the ELV Directive ran from 29 June to 21 September 2016.
    A stakeholders’ workshop to discuss with industry (automotive manufacturers and suppliers, auto-recyclers, batteries and material recyclers etc.) and national authorities (environmental ministries and agencies, registration authorities) the preliminary results of the on-going Compliance Promotion Initiative took place in Brussels on 21 November 2016.

  • Eighth adaptation of Annex II to technical and scientific progress (2014)

    The Commission services are running the eighth stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. In this context, Eunomia and the Oeko-Institut e.V. are conducting, on behalf of the European Commission, the evaluation of the following exemptions:

    • Exemption 2(c): "Aluminum with a lead content up to 0.4 % by weight"
    • Exemption 3: "Copper alloy containing up to 4 % lead by weight"
    • Exemption 5: Lead and lead compounds in "Batteries"

    This stakeholder's consultation ran for twelve weeks from 24.09.2014 to 17.12.2014. The final report by Oeko-Institut e.V. can be found here.

  • Seventh adaptation of Annex II to technical and scientific progress (2014)

    The Commission services run the seventh stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. In this context, Eunomia and the Oeko-Institut e.V. carried out, on behalf of the European Commission, the evaluation of the following exemptions:

    • Exemption 8(e): "Lead in high melting temperature type solders (i.e. lead-based alloys containing 85% by weight or more lead)"
    • Exemption 8(f): "Lead in compliant pin connector systems"
    • Exemption 8(g): "Lead in solders to complete a viable electrical connection between semiconductor die and carrier within integrated circuit flip chip packages"
    • Exemption 8(h): "Lead in solder to attach heat spreaders to the heat sink in power semiconductor assemblies with a chip size of at least 1 cm 2 of projection area and a nominal current density of at least 1 A/mm 2 of silicon chip area"
    • Exemption 8(i): "Lead in solder to attach heat spreaders to the heat sink in power semiconductor assemblies with a chip size of at least 1 cm 2 of projection area and a nominal current density of at least 1 A/mm 2 of silicon chip area"
    • Exemption 8(j): "Lead in solders for soldering in laminated glazing"
    • Exemption 8(d): "Lead in the dielectric ceramic materials of capacitors compensating the temperature-related deviations of sensors in ultrasonic sonar systems"

    A public online consultation on the need to adapt the abovementioned exemptions to technical and scientific progress was carried out by the Oeko-Institut e.V. between 09.09.2013 and 04.11.2013. The final report by Oeko-Institut e.V. can be found here.

  • Sixth adaptation of Annex II to technical and scientific progress (2012)

    In 2012, the Commission services run the sixth public stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. Oeko-Institut e.V. carried out, on behalf of the European Commission, the evaluation for the amendment of exemption 8(i) contained in Annex II to technical and scientific progress. A public online consultation was carried out by Oeko-Institut e.V. The final report by Oeko-Institut e.V. can be found here.

  • Fourth and fifth adaptations of Annex II to technical and scientific progress (2010)

    In 2010, the Commission services run the fourth and the fifth public stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. The evaluation for the amendment of Annex II to technical and scientific progress was carried out, on behalf of the European Commission, by Oeko-Institut e.V.   • Third adaptation of Annex II to technical and scientific progress (2008)

    In 2008, the Commission services run the third stakeholders' consultation for the adaptation of Annex II to Directive 2000/53/EC to technical and scientific progress. The evaluation for the amendment of Annex II to technical and scientific progress was carried out, on behalf of the European Commission, by Oeko-Institut e.V. The final report by Oeko-Institut e.V. can be found here.

    The Commission adopted a Report on the targets contained in Article 7(2)(b) of Directive 2000/53/EC on end-of-life vehicles ("2015 targets"). The Report was based on the Impact Assessment prepared by the Commission services.
  • Second adaptation of Annex II to technical and scientific progress (2006)

    In 2006, the Commission services run the second stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. Stakeholder's consultation for entries 2(a), 4, 13(b) and 17 and stakeholder's consultation for a possible amendment of Annex II to Directive 2000/53/EC for entries 2(a), 4, 7(a), 10, 13(a) and 13(b) (issue of spare parts for vehicles put on the market after 1 July 2003).

  • Stakeholder Working Group on the review of 2015-targets on reuse, recycling and recovery of end-of-life vehicles (2005)

    In the beginning of 2005, the Commission services invited interested stakeholders to participate in a Stakeholder Working Group on the review of 2015-targets on reuse, recycling and recovery of end-of-life vehicles (Article 7 (2) (b) of the ELV Directive). Some additional information can be found here. On 4 November 2005, the Stakeholder Working Group released its final report presenting the conclusions of its work.

  • First adaptation of Annex II to technical and scientific progress (2004)

    In 2004, the Commission services run the first stakeholders' consultation for the adaptation to technical and scientific progress of Annex II to Directive 2000/53/EC. Interested parties were invited to react to the stakeholder's consultation document.
