European EIPs/EEPAs

The "Industrial area approach" is based on organising industrial activity in a limited geographical area, with SMEs and other actors to share resources, development of innovations, knowledge, to improve the dialogue at local level and to create solutions of cooperative management. This approach proved to strengthen environmental expertise, improve environmental performances and to promote a fertile environment to spread innovation.

"Eco-Industrial Parks" (EIPs) are communities of manufacturing and services firms concentrated in a single area and linked by a common management, seeking to improve their environmental, economic and social performances through collaboration, whilst "Ecologically Equipped Productive Areas" (EEPAs), usually group mainly manufacturing companies, in the majority of cases SMEs. This integrated approach aims to achieve collective benefits that exceed those obtained by the sum of individual benefits each company would separately have from the optimisation of its performances.

In the table below a selection of a number of European EIPs/EEPAs, focusing mainly on Small and Medium Sized Enterprises, and all aware of ECAP; get in touch with the Helpdesk if you wish to suggest any addition to this list.



ConserCONSER

Main features

CONSER is an Italian no-profit consortium that promotes the realization of a Tuscan network of EEPAs, by sharing its experience with entrepreneurs as well as with public and private institutions. It represents over 400 micro and small enterprises which have entrusted central management of common services to the company "Servizi alle Imprese srl".

Specific environmental services

  • Water recycling for Industrial and fire-extinguishing purposes (enterprises altogether are saving about 300.000 €/year);
  • Energy management (immediate savings for the firms on the costs for heat and power of about 7-8.000.000 €/year);
  • Mobility management (lower emissions of CO2: Ton 18.5);
  • Fire Safety Plan (reduction of the annual insurance costs over 15%);
  • Kindergarten for enterprises.

SiproSIPRO

Main features

SIPRO, Local Development Agency, has been involved by the Italian Province of Ferrara in the process for the implementation of an EEPA. The industrial area of San Giovanni di Ostellato covers an area of about 105 acres, on which more than 30 manufacturing SMEs from the regions of Emilia Romagna and Lombardy are located.

Specific environmental services

  • Photovoltaic plant (CO2 emissions reduction of about 615 tons per year);
  • Sewage Treatment System (capacity of a population of 5,000 equivalent);
  • Video surveillance and security services ;
  • Traffic monitoring and analysis ;
  • Facilitation between companies and public bodies, and between company and company;
  • Information on available public funding ;
  • Logistic management (under development);
  • Energy management (under development).

SiproPIPA


Main features

The Plaine de l'Ain Mixed Syndicate was founded in 1974 and the French industrial park was launched two years later. "PIPA" stretches out over almost 900 hectares and includes about 140 manufacturing companies, of which almost all SMEs.

Specific environmental services

  • Natural gas networks;
  • Medium and high voltage grids (63 and 225 kV);
  • ISO 14 001 certification and Eco-Management and Audit Scheme (EMAS);
  • Environmental Monitoring;
  • Wastewater Treatment Plant (drinking water supplies with a capacity of 4500 m3);
  • Fire training area;
  • Groundwater Monitoring.

SiproSouth Kirkby

Main features

The "Sustainable Growth Park" at South Kirkby, between Wakefield and Barnsley in West Yorkshire (UK), has been developed and supported by Commercial Development Projects Ltd and Urban Mines Ltd. The park includes over 10 waste and recycling companies.

  • Resource Recovery (Recycling) Park (25 acres waste treatment and recycle processing park);

SiproArtois Flandres


Main features

The "Syndicat Mixte SIZIAF" is a French local authority that has been created specifically to develop and manage the Artois Flandres Industrial Park. Created in 1967 and located in the heart of the Nord – Pas-de-Calais region, the park includes nearly 60 manufacturing companies, whereof more than 90% are SMEs.

Specific environmental services

  • Water Treatment Unit (meeting the requirements of the equivalent of 60,000 users);
  • Green areas (32 hectares);
  • Environmental management system accredited to ISO 14001 standards;
  • Complete environmental monitoring - all data obtained (groundwater quality, soil quality, surface water quality, etc.) are provided to the companies that can subsequently integrate them in their operational objectives.

SiproPITA


Main features

Launched in May 2002 through the support of public funds coming mainly from the Spanish Ministry of Industry, Tourism and Trade, PITA includes about 15 SMEs within the agro-food and biotech sectors.

  • Natural gas network ;
  • Low and mid voltage electricity network (18.7 megawatts of power);
  • Technologies linked to agriculture;
  • Renewable energies ;
  • Water management (drinking water supply tank with a capacity of 4400 m3);
  • Biotechnology – Food technologies;
  • Environmental technologies.

SiproFilagni


Main features

The Filagni Area is located in the middle of the Food District of the Italian province of Parma. Founded in 2000 and managed by the local development agency SOPRIP, the area has a surface of 218.560 sqm, with 11 agro-food specialised SMEs working there.

Specific environmental services

  • Photovoltaic Park (with a capacity of 528 KW and 325 Tons/y of CO2 saved);
  • Joint fire ring ;
  • System of wastewater pre-treatment ;
  • Maintenance of public green ;
  • Photovoltaic park of the area;
  • Cogeneration/trigeneration platform and distribution network of produced energy;
  • Environmental monitoring .

SiproMonfalcone


Main features

The Monfalcone Industrial Consortium, in the Region of Friuli Venezia Giulia (Italy), is an organisation that supports and promotes local productive activities. The area has a surface of 6.59 sq.km and includes 160 manufacturing companies, whereof more than 90% are SMEs.

Specific environmental services

  • Waste Management System;
  • Pilot project in the field of renewable energy sources and energy saving;
  • Pilot plant for the reuse of dredged materials, reclamation of degraded areas and accommodation.

SiproLyon Technology Park



Main features

Created in 2007, this French area is extended through over 80,000 sqm of constructed surface area and hosts 135 high value-added companies in cutting-edge sectors such as biotechnology, environmental sciences and information technology, of which over 90% of these are SMEs.

Specific environmental services

  • Common management of green urban areas;
  • Water plans(production of 85.000 m3 of water per day);
  • Inter-companies transportation plan in order to reduce the use of the car by the employees (development of car-sharing, improvement of public transportation, development of pedestrian and cycling travel).

EIP/EEPA clusters provide additional services respectively to "Logistical Districts", "Industrial Clusters" or "Integrated Productive/Supply Chains" in particular:

  • a single management point of collective services;
  • an environmental programme of the area;
  • economic development based on environmental sustainability.

The quality, continuity and quantity of interconnected material and energy flows and the close proximity of firms are important characteristics in successful eco-industrial networking and management. This enables EIPs/EEPAs to deliver clear benefits to SMEs, among which successfully helping them reach and maintain environmental regulatory compliance.
