Study on the implementation of the END (2009-2010)

The Commission has contracted a study on the state of implementation including implementation obstacles and possible options for a revision of the noise directive including problems associated with its revision.

Based on a questionnaire consultation, Member States are willing to accept modifications of the current legislation, mainly on the unclear provisions, on the computation methods and on the way of reporting. Different stakeholders also expressed their views on the problems of the current legislation experienced during the implementation. 

Responsibility for policies tackling noise emissions at source rests with other Commissioners in particular those for Transport (aircraft and railways) and Enterprise (road vehicles, tyres, outdoor machinery, church bells). It might be a challenge to ensure a consistent application of environmental policy and, where appropriate, implement the findings of the review of the Environmental Noise Directive.

The final report is available for the public and was used as an input for the preparation of the first Implementation Report (COM(2011) 321 final).
