Implementation of the Directive

To pursue its stated aims, the Environmental Noise Directive focuses on five action areas that should be progressively implemented (article 1.1), i.e. actions to enable:

  • the determination of exposure to environmental noise through noise mapping based on common assessment methods;
  • the adoption of action plans by the Member States based upon noise-mapping results, with a view to:
  • preventing and reducing environmental noise where exposure can induce harmful health effects, and
  • preserving environmental noise quality where it is good.
  • public access to information on environmental noise and its effects;

The Directive furthermore sets periodical reporting obligations with prescribed data flows applying from certain dates onwards and then evolving towards five year cycles incorporating regular reviews. The first implementation cycle is furthermore characterized by a first-time establishment of the policy infrastructure against the background of previously existing (or lacking) provisions in the Member States that were often widely diverting.
